Roz Bird, Commercial Director; MEPCRoz Bird Resized NEW

Roz is a qualified marketer and has a degree in Estate Management. In 2007 she joined MEPC and in 2011 became Estate Director at Granta Park where she was instrumental in creating a special science community. In June 2012 MEPC sold Granta Park and Roz then became Head of Business Development, working across the MEPC portfolio formulating and implementing MEPC good practice in business park management. In March 2014, following MEPC’s acquisition of 131 acres of development land around the Silverstone Circuit, Roz became Commercial Director of Silverstone Park.


Gillian Scarth, Senior Development Manager; Kier PropertyGillian Scarth resized

Gillian is a Chartered Surveyor and has been with Kier since 2003. In her current capacity at Kier, she has been involved in a number of major development projects consisting of mainly complex mixed use development, high profile headquarter buildings for occupiers, and purchases of mixed-use development opportunities.

Steve has been Director of Regeneration, Enterprise and Planning with Northampton Borough Council since October 2012. He has led the development of the Northampton Waterside Enterprise Zone and assisted with the implementation of a number of the Northampton Alive projects, including Northampton Railway Station, Church Shoes, Delapre Abbey and the re-opening to traffic of Abington Street.

Previously Steve was director of Regeneration and Environment at Wolverhampton City Council for 11 years and has also worked in East London during the 2012 Olympics, particularly looking at legacy projects.


Jo Lappin, Chief Executive; Northamptonshire Enterprise Partnershipjo lappin RESIZED

Jo is Chief Executive of Northamptonshire Enterprise Partnership (NEP), one of the 39 Local Enterprise Partnerships responsible for driving forward economic growth in their area. Northamptonshire has one of the fastest growing UK populations and Jo has developed an ambitious strategy to grow its economy by £4billion, create 32,500 new jobs and develop 37,000 new homes by 2021.

Jo was previously part of the Senior Civil Service team in Government Office North West, as Housing, Planning and Transport Director for the North West of England. Her previous roles included European Programme Director, with responsibility for two of the largest socio-economic investment funds in the UK, with her Civil Service career covering the breadth of the policy agenda from education to land use planning.

Prior to joining NEP in 2013, Jo spent two years in Cheshire, playing a lead role in developing one of the national public service transformation pilot; alongside supporting the leadership and strategic development of the Cheshire and Warrington Local Enterprise Partnership.
