Councillor Tony Page; Deputy Leader of the Council, Reading Borough CouncilTony Page Resized

Cllr Tony Page has served on Reading Council as a Labour Councillor since 1973, without break. Since 2008 he has been Deputy Leader of Reading Borough Council and Lead Member for Strategic Environment, Planning and Transport. Prior to that he was Cabinet Member for Corporate Resources, and then Communities and Neighbourhoods.

He was Chair of Reading Buses – one of 14 remaining Council-owned bus companies in the country – from 1986 until Christmas 2005.

He has represented the Council on the Local Government Association since its inception in 1997 and until 2012 was a member of its Environment and Transport Board. He sat on the Ministerial Bus Forum from 1997 until 2012 and chaired the LGA Task Force, which produced their policy on school transport. He also served on the Task Force responsible for the LGA policy on Road Pricing.

Since 2012 he has been a member of the LGA Safer Communities Board and in his capacity as LGA Licensing Champion in 2014 he chaired the LGA Betting Commission charged with developing detailed policy in respect of the clustering of betting shops and related issues.

From 1997 to 2012 he represented Reading on the Thames Valley Police Authority. Since the abolition of the TVPA he has been Reading’s representative on the Police and Crime Panel responsible for holding the Police and Crime Commissioner to account.

He represents Reading on the South East England Councils and is Leader of the Labour Group and Vice Chairman of SEEC. He also represents Reading on South East Strategic Leaders representing all the counties and unitary authorities in the South East.


David Gillham; Director, Thames Valley Science Park, University of ReadingDavid Gillham Resized

With a background in R&D and business development, my role at the University is in leading a number of activities aimed at developing relationships between the University and business community, knowledge transfer and also in the running of a subsidiary business incubation operation for innovative and technology orientated companies that are based on the University campus.  The University are now developing a new Science Park to further develop the community of companies that are associated with the University on a green field site to the south of Reading and I am the Director responsible for establishing that new business.

Aside from core university business I have been a non-exec Director of a number of companies- mainly University spin outs and am also an executive member of the Thames Valley Berkshire Local Enterprise Partnership with a key interest in innovation and early stage technology stage companies.

Prior to joining the University in 2006 I spent 20 years with global life sciences companies in R&D and business development roles both in the UK and overseas.


Duncan Holmes; Associate Director, M&G Real EstateDuncan Holmes Resized

Duncan manages the UK office sector assets (excluding Central London) for the M&G Retail Fund. Prior to joining M&G Real Estate in 2007, he worked for seven years at Nelson Bakewell/NB Real Estate as a specialist agent for City of London Offices. Duncan is a member of the Royal Institution of Chartered Surveyors (RICS) and has a MSc in Estate Management from London South Bank University. He also holds the Investment Management Certificate (IMC).

Jason Margrave joined Stanhope in November 2006 as Development Director. He is responsible for some of the Company’s largest mixed use developments, including Ruskin Square, Croydon and Station Hill, Reading.

In the property sector, he has previously held senior development positions with Westfield and Chelsfield.

Chelsfield he was involved in the negotiation and administration of various development agreements with Transport for London, London Underground and Network Rail on the £1.4 billion White City retail scheme in West London.

He has a broad development experience in sectors ranging from retail to mixed use commercial and residential.

Jason is a committee member of both the British Property Federation (BPF) and the British Council for Offices (BCO).
