Mills were behind the original Northern Powerhouse whilst helping to trigger technical innovation, stimulate new trade and help transform the transport network. However, with the 20th-century decline in national textile manufacturing, many of these heritage and characterful buildings face uncertain futures – but as an industry, we can ensure these buildings are not lost forever.

Many are now underused or vacant – and there are many challenges with regenerating and adapting mills to new purposes, but they also bring many opportunities. The opportunity in West Yorkshire (where the event is set to be held) alone is staggering – there are 1,350 mills which are underused or vacant, which have the potential to create thousands of jobs, 27,000 homes and more.

Nationally there are fine examples of how to regenerate these buildings into thriving new locations – and at this event, we’ll delve into best practice from those who’ve done it, but we’ll also hear from local authorities, investors and major developers as they share their vision and future plans for these impressive heritage buildings.

Especially across West Yorkshire the firm are incredibly well known for their incredible work. Whether it be the new Channel 4 HQ which has transformed the Majestic in Leeds after a fire put the building at risk, to the Corn Exchange where they’re creating a new chapter for the iconic building which will be the heart of a new pedestrianised area in Leeds.

Historic England – Catherine Dewar, Regional Director – North West

The North West is home to a vast wealth of historic buildings and mills. Historic England are at the forefront of protecting these important historical buildings and Catherine will explain what opportunities there are to renovate and regenerate mills and how these opportunities can lead to inclusive economic growth as well as protecting historical heritage.

Rochdale Borough Council – Jessica Scott, Conservation Officer, Planning & Development

Rochdale Council have an array of mills in the town that they are looking to regenerate and bring back into use; one such example being the Waterside House Mill where there are plans to convert it for residential use. Jessica will reveal more about how the council are actively looking for and working with developers to bring these mills back to life.

Kirklees Council – Nigel Hunston, Team Leader (Town Centre Conservation and Design)

Newsome Mill in Huddersfield and Westwood Mills in Linthwaite represent two incredible opportunities to redevelop historic mills in Kirklees; Nigel will tell go into detail about these two mills and showcase the other opportunities for mill redevelopment in Kirklees.

Capital & Centric – Tim Heatley, Co-Founder

Capital & Centric are ‘re-writing the rules on town centre living’ with their latest plans in Bolton. C&C are planning to create “Neighbourhood Bolton” and are bringing forward plans for the first few areas on 6.2 acres of brownfield sites in and around Bradshawgate. Neighbourhood Bolton is set to regenerate the area around the town’s train and bus stations with the aim of being a catalyst that kick-starts wider regeneration of the whole area. Tim is leading on C&C’s ambitions and will join the conference to outline this scheme as well as the positive progress they’ve been making on their schemes in Wigan, Stockport, and Manchester.

Calderdale Council – Kate Peach, Principal Conservation Officer

Kate will give an update on the Old Lane/Rawson’s Mill in Halifax which is a great opportunity to redevelop a historic mill but also one that comes with challenges. Kate will also expand on the opportunities to redevelop historic mills and buildings in Calderdale and the vast benefits of bring these buildings back into use.

Staffordshire Moorlands District Council – Councillor Bill Cawley, Councillor

Leek was once a key part of the textile industry – and the legacy of that trade remains visible throughout the town. Cllr Cawley will tell us more about the significant opportunities to re-develop the mills in the town and the role they can play in the future of Leek.

 

Burnley Borough Council – Kate Ingram, Strategic Head of Economy and Growth

Burnley Council have a great record of redeveloping mills in the town, with Kate having delivered a number of successful schemes over the years. She will give more details about the success stories of these schemes and how the council are actively looking for developers to work with going forward in Burnley.

Obstrat – Haroon Shaikh, Director

Haroon is one of the developers behind the regeneration of the former Dunlop Rubber mill in Leicester which will be redeveloped with smart city, integrative design. The scheme seeks to repurpose the historic former Dunlop Rubber Factory to create 393 mixed-tenure dwellings and over 2300m2 of non-residential space. This £80m sustainable development will help to create around 250 jobs in the area.
