Water Infrastructure & Capital Investment Conference

This conference will delve into the investment being made across water and utilities infrastructure – highlighting development and work opportunities, and sharing best practice across the industry.

On average, water companies have been investing £8bn per year in developing infrastructure, improving water security and creating new, innovative facilities to maintain the UK’s supply.

This conference will delve into the detail of the £44bn spending pledge made by government to prevent flooding, leakages and a new environmentally friendly capital programme while bringing together a plethora of decision makers from most of the country’s water companies. And we’ll look at the mass of work opportunities moving forward – as millions of new homes are developed, new treatment solutions are needed and more water is needing to be delivered and stored across the UK. 11:05-11:20 – The Changing Face of Land and Planning for Water Capital Projects to Meet Water Resource Challenges.

Jane Barlow and Dermot Scanlon from Carter Jonas will provide an insight into how Land and Planning requirements may change to meet water resource challenges. Water Resource Management Plans are reflecting continued population growth and climate challenges, leading to pooling national water resources as well as building in resilience for moving water at times of drought. The scale of infrastructure required will be more than what has been required previously and will have an effect on the land and planning requirements for projects. Water Companies have historically built their networks and infrastructure using statutory powers under the Water Industry Act 1991, but potential larger scale projects are likely to be classed as Nationally Significant Infrastructure Projects with a different process to acquire land under a Development Consent Order process. Planning in a similar manner has historically used local Town and Country Planning legislation but for NSIP projects, water companies may have the option to utilise legislation under the Planning Act 2008 to obtain Development Consent Orders (DCOs).

South West Water – Matt Crabtree, Engineering Director

South West Water provides drinking water and water waste services throughout Devon and Cornwall to over 800,000 homes and 70,000 businesses. As part of their business investment programme for 2020-2025, South West Water are aiming to bring down the average bill, as well as spend over £1bn to improve services, enhance operational resilience and deliver the largest programme of environmental improvements for 15 years. Matt will be able to share insight into these plans, as well as discussing other issues such as water security.

Northumbrian Water – Tamsin Lishman, Asset Director

Northumbrian Water have a £3bn business plan for 2020-2025, which includes the development and improvement of water and wastewater services to their 2.7 million customers. Tamsin will share insight into the developments that will follow this plan, as well as discussing issues such as water security and safeguarding supply.

Wessex Water – John Thompson, Executive Director – Engineering and Sustainability

Wessex Water supply water to over 2.8 million customers across the South West. John joins us to share insight into their 5 year £1.4bn capital investment programme, that aims to improve the ecology of the local rivers, alongside the improvement of waste treatment and network capacity to meet the demand for new housing in the region.

The All-Party Parliamentary Water Group – Baroness Anne McIntosh, Co-Chair

The All-Party Parliamentary Water Group provides a forum for Parliamentarians and interested stakeholders to monitor government and regulatory policy in relation to the water sector. The Group has been running for nearly 10 years and is one of the most active All Party Groups in Parliament, holding regular meetings throughout the year on a wide range of topics. High on the agenda for 2021 is water security, capital investment into the water sector and how the industry can harness it’s natural resources to help with net zero targets. The Baroness will be on hand to interact with our audience and answer their questions!

Anglian Water – Richard Beattie, Head of Integrated Supply Chain

Anglian Water are undergoing a massive £470m capital investment scheme to address issues such as leakage, sewage flooding, whilst also refurbishing existing networks, upgrading their water recycling network and investing in innovation schemes. They are also in the midst of developing one of the largest infrastructure projects for a generation; the 500km new pipeline bringing water to the whole region. Richard will be able to share insight into these projects as well as how they will benefit the region.

Scottish Water – Mark Hunter, General Manager, Development Services

Scottish Water have a plethora of upcoming developments to ensure water supply to their 2.5 million customers. These include the £17m investment into Paisley’s waste water infrastructure, as well as the £3.4m investment into Target, Argyll and Bute to combat sewage flooding. Scottish Water are also developing a £500m framework, for their upcoming 2021-2027 investment programme, which will address capital maintenance, enhancement and service priorities. Mark will talk about these developments, alongside the plans in place for their 2021-2027 investment plan.

Yorkshire Water – Lee Pitcher, Head of Resilience and Partnerships (YW) and General Manager (LWW)

Yorkshire Water are extremely active in the development realm across four counties. Whether that being through their ground-breaking ‘Living with Water’ programme or the ‘Sustainable Landscapes Humber’ initiative they are integral to water security, clean growth and healthy community development. As well as investing millions in vital infrastructure over the coming years, they are playing a key role in unlocking low carbon developments and on this session Lee will outline their plans.

 

Carter Jonas – Jane Barlow, Partner and Head of Warrington Office

Jane Barlow, Partner and Head of Carter Jonas Warrington office has specialised in providing property advice to Water Companies for over 25 years having worked at United Utilities and in private practice at National Property Firms acting for water and infrastructure and utility clients. Jane has also acted on NSIP projects requiring DCOs for a number of infrastructure clients in the transport and energy sectors.

Built Environment Networking – Amanda Griffiths, Director

Amanda is one of the Co-Founder’s of Built Environment Networking – formed almost 10 years ago.

She’ll be hosting throughout the day, running the days proceedings and managing the interaction between our delegates and the speakers.

The Environment Agency – Stuart Sampson, Water Resources Manager

The Environment Agency plays a key role in protecting water for people’s lives and livelihoods. Stuart will be able to share insight into the EA’s plans for ensuring the sector keeps moving, and will discuss issues such as the security of our natural resources and water security.

Water Resources East – Robin Price, Managing Director

Actively involved in a putting water supply and security at the forefront of considerations when delivering a number of major housing schemes across the East of England, Robin is one of the UK’s foremost voices in projecting the role utility companies play in unlocking development and economic growth. As part of this event, he will talk about the pressures facing cities such as Lincoln, Cambridge and Norwich if they are to meet their ambitious housing targets and how regional water companies will have to improve their water infrastructure to support such development.

Carter Jonas – Dermot Scanlon, Partner

Dermot Scanlon joined Carter Jonas as a Partner earlier this year from the engineering consultancy sector where, for the last 30 years, he has been actively involved in obtaining consents and delivering infrastructure projects across the water resources, waste, energy and transport sectors.  He has worked on the consent and delivery of some of the largest projects of their kind in the country, including several NSIPs via the DCO process such as Thames Tideway.  Most recently he been working on the feasibility and potential consent routes for long distance water transfer and water resilience projects.
