Mike Horner; Regional Managing Director, Muse DevelopmentsMike Horner Resized

Mike has over 30 years’ experience of dealing with major development projects in the commercial property sector. He has extensive development experience across all sectors of the property market, particularly in relation to offices and large scale mixed-use regeneration projects.

Mike is involved in all aspects of the development process, taking projects from inception through to completion. He has considerable experience in complex development agreements and long term partnership structures, working with both public and private sector partners.

He is now responsible, as Muse’s regional director, for a wide range of projects and residential schemes throughout the North West, and heads up the team of development directors and surveyors in the Manchester office. Current schemes include Blackpool Talbot Gateway, Stockport Exchange, Salford Central, Ashton Moss, Manchester Victoria, Chester City Place and Warrington Bridge Street.

Muse Developments is one of the country’s leading names in mixed-use development and urban regeneration. A national developer with regional operations in Manchester, Leeds, London and Glasgow. Helen worked in a number of north west housing authorities, covering 11 different jobs over 20 years before moving to Stockport.  Helen set up Stockport Homes and has steered its success by improving customer services, bringing more money into the Borough, delivering physical improvements to the stock and growing the organisation.  Helen is committed to continuing to improve living conditions for all of Stockport Homes’ customers.

Eamonn was appointed Chief Executive at Stockport Council in January 2010. Eamonn was previously Deputy Chief Executive at the Homes and Communities Agency (2008-2010), Deputy Chief Executive of Manchester City Council (2002-2008), Director of Housing and Community Services at Manchester (1999-2002) and Director of Housing and Operational Services at Sheffield (1997-1999).

He played a key role in the development of the Housing Market Renewal Programme, the Northern Way Growth Strategy and, through his work with the Core Cities Group and the Association of Greater Manchester Authorities, in the emerging policy framework for city regions.

Eamonn’s priorities at Stockport are to:

  • Transform the quality of public agencies in Stockport to ensure that residents and stakeholders can access the best possible services
  • Strengthen and deepen our partnerships
  • Deliver our long term vision for the town centre.
  • Start to build on and capitalise on its unique assets
  • Maximise opportunities created by the new City Region structure

Eamonn takes the lead role on Investment and on Planning and Housing for the AGMA Wider Leadership Team.


Peter Swift; Masterplan Architect, Woodford AerodromePeter Swift

Pete is one of the three founding Directors of Planit. He has over fifteen years of Management experience in Private Practice, gaining particular expertise in the fields of Landscape Planning and Urban Regeneration. Within the Company, Peter’s role is to oversee all major projects through the early stages up to planning approval, and he is frequently involved in funding and grant bid preparation and submission.

Despite being one of the two day-to-day Directors of Planit Pete stays involved with a number of key projects through to completion.
