The scheme consists of a new multi storey carpark, combined Leisure centre and library and a new multi-unit residential development. One of the key challenges for this scheme has been targeting Operational Net Zero Carbon (NZC) status for all of the buildings, and this webinar will provide an introduction to how the council and their partners have achieved this. The webinar is the first of three on the topic and will focus on an introduction to the scheme, providing context as to the scheme itself as well as the councils NZC targets. The panel will include council members, the councils delivery team, various members of the design and project management teams, as well as the contractors who are delivering the project on site. With years of expertise in a variety of different areas and sectors, our panel are well positioned to give a diverse and ‘cover all bases’ overview on how to deliver a net zero carbon facility – and the audience will have the opportunity to put their questions forward. Since the council’s declaration in July 2019, Gregor has been leading the council’s work on tackling climate change which includes a variety of exciting projects including a green bank, solar farms, the borough first net-zero carbon building and more. Wokingham Borough Council – Sarah Dukes, Specialist Operational Property Officer Wokingham Borough Council is the unitary authority covering Wokingham, Woodley, Wargrave, Hurst, Arborfield, Shinfield, Earley and surrounds. The council declared a climate emergency back in 2019, committing to be completely carbon net zero by 2030. With over 30 years’ experience in the construction industry, Sarah joins us to share the council’s thoughts on COP26 and the steps necessary to achieve net zero on a national scale. RCDC – Vince Ruane, Director Vince Ruane is the Director and founder of RCDC, a building services and sustainability consultancy. Vince founded RCDC in 2019 with the aim of delivering high quality, digitally enabled, sustainable design. In its first year, RCDC has grown to four staff, working across a number of sectors including commercial, education, public sector and advising a number of clients on how they can become Net Zero Carbon leaders within the Construction sector. Wokingham Borough Council – Diana Tovar, Climate Emergency Strategy Officer Diana is Wokingham Borough Council’s first Climate Emergency Strategy and Commissioning Officer. She has worked in collaboration with businesses, residents, and schools to develop the Council’s response to the climate emergency. She has worked in environmental management and sustainability for the last 15 years. Over her career, she has advised and supported various organisations to improve environmental performance. Wokingham Borough Council – Ian Gough, Energy Manager With over 20 years’ involvement in the Energy efficiency / Renewables arena, Ian has been responsible for the delivery of several major projects, reducing the Borough’s corporate Carbon Emissions reductions by well over 20% and 300 Tonnes in the last five years. These projects include: multiple energy efficiency measures/upgrades to properties; the largest Local Authority roof mounted solar PV placement scheme in the whole of the South East, a behavioural change programme with schools and large home insulation schemes in the residential sector. Faithful+Gould – Jenny Beilby, Regional Director Jenny is a Chartered Building Surveyor whose career has turned to Project Management, and she has over 20 years experience working in construction consultancy mainly for public sector clients. She has worked on construction projects for Wokingham Borough Council over the past five years, including school expansion programmes and the construction of Bulmershe Leisure Centre. The redevelopment of Carnival Pool is a complex project and Jenny manages a multi disciplinary team of project managers, cost consultants and designers on the Carnival Pool redevelopment project. In addition to her project work, Jenny manages the Faithful+Gould team in Oxford, which is a team of Cost Consultants, Project Managers and Building Surveyors. Wokingham Borough Council – David Smith, Regeneration & Design Manager, Strategic & Commercial Assets David has 20 years’ experience in development. He initially joined Wokingham Borough Council’s planning department in 2014, before being seconded across to the Regeneration Team some 4 years ago where he has stayed ever since. During this time David has worked with stakeholders both within and outside the Council to help deliver Wokingham’s ambitious town centre regeneration programme. HLM Architects – Chris Mee, Architect Chris is an associate, based in HLM’s London Studio. He has worked on projects across both public and private sectors but in recent years has worked closely with Wokingham Borough Council on schemes as diverse as nursing homes, estate & town centre regeneration, offices/workplaces and infrastructure asset rationalisation. Carnival Pool will represent one of the most significant built examples of this ongoing relationship. MidGroup – Tom Rowson, Project Leader Tom is a Project Leader with a broad and diverse range of experience, working across all sectors of construction with a particular focus on modern methods of construction. Tom lives and breathes digital construction management and is an expert in leading a team to deliver beautifully built and finished homes. He is passionate about education and development of the team. He has worked with junior members of the team, identifying training and development opportunities for all and ensures all current and forthcoming regulations are adhered to through attending industry events and working with the Sustainability and Transformation Director. Pellikaan Construction Ltd – Richard van Emmerik, Director Richard is a director of Pellikaan’s UK branch and has been with Pellikaan since 1996. He delivered a wide range of sports and leisure schemes within both the public and private sectors in four countries. In managing the company, he focusses on five key pillars: client care, quality delivery, people development, supply chain engagement, and teamwork. In his relations with clients, partners and staff, Richard truly embodies collaborative behaviours, building transparent relationships with all stakeholders, allowing for open communication and honesty. He was involved in the construction of Bulmershe Leisure Centre and now supervises the Carnival Leisure Centre project for Wokingham Borough Council. Using Pellikaan’s in-house knowhow and experience with international sustainable and other technologies, Richard contributed to the design development of Carnival Leisure Centre. 09:30-10:15 Session One: Defining the issues and challenges of Decarbonisation We will find out about the background of the project, WBC commitment to the borough, as well as an introduction to the scheme. The panel will discuss their decarbonisation targets and how they can measure such achievements as well as what the bigger picture is in terms of energy efficiency in mixed used assets.
