Blue Light Estates Development Conference

This online conference will focus on the development, expansion and upgrade programmes for Blue Light organisations and will bring us up to date following last year’s conference.

This is our 4th Blue Light Estates Conference and the sector continues to evolve rapidly: Hundreds of Millions of pounds worth of emergency service property projects are set to be discussed at this year’s conference. One of the main themes for 2021 will be what’s next from a development perspective with regards to the Forces in attendance as well as delving into the impact of a net zero estate and best procurement practises in the sector and what the future holds. At this event, delegates will hear about upcoming projects, how to get involved in delivering them and also the next proposed realm of schemes to be delivered in the sector.

This session will focus on collaboration in the sector with Simon Garnett-Spence of Enable North Yorkshire discussing how staff at North Yorkshire Police and Fire and Rescue Services are to work as one team, under one roof, as part of a wider programme to improve efficiency and affordability with the programme formally going live in June 2021. Simon will discuss how this collaboration will affect their future estates plans.

BlueLight Commercial – Dan Hollis, Regional Commercial Director

Dan will reveal more intel on BlueLight Commercial’s ambitions and goals as they act as a source of commercial expertise for Police Forces throughout England and Wales, supporting them to meet the challenges of today and preparing them for the challenges of the future. As part of the session Dan will discuss how the organisation intends to transform Police Forces’ commercial and procurement functions in regards to Police Estates.

The National Fire Service Estates Group – Alex Brown, Chair

The National Fire Service Estates Group has just completed its formative year with a number of key positions filled. Operating similarly to its police contemporary it will help shape property policy and influence across Tri-forces, local and central government in a bid to ensure blue light estate projects are fully funded. Alex also oversees the ever transforming Royal Berkshire Fire and Rescue estate and will talk about how national thinking is influencing her property initiatives.

 

Enable North Yorkshire – Simon Garnett-Spence, Head of Assets

Enable North Yorkshire is the collaboration of all support (enabling) functions within police and fire in North Yorkshire. Simon will be able to share insight into the ambitions to deliver truly joined up facilities and services which provide the platform for collaborative working for partners, and result in efficient and effective assets, driven by public and client needs.

National Police Estates Group – Sallie Blanks-Nash, National Co-ordinator

As the national co-ordinator and voice of the National Police Estates Group, Sallie has tremendous influence over policy, procurement strategy, collective innovation and shaping trends. As part of this session she will be in a position to update delegates on NPEG strategy for sustainability and net zero going forward while commenting on how police estates groups across the country will achieve this and the role police estates will play in Tomorrow’s Net Zero Britain.

 

National Ambulance Estates Group – Neil Maher, Chair

Neil Maher chairs the National Ambulance Group which is a national group of Estates leaders that share best practice and co-ordinate their activities. Achieving net-zero and making their estates more sustainable has been high on their agenda and Neil will join the conference to discuss the plans that are being put in place across Ambulance Estates in the UK. Neil is also the Assistant Director Estates, Facilities & Fleet at North West Ambulance Service NHS Trust and will update on their plans to decarbonise.

Gloucestershire Constabulary – Vicki Heselton, Head of Estates and Support Services

Gloucestershire Constabulary are making plans to transform one of the region’s largest operational police centres and a multitude of other projects in the pipeline, it’s an exciting time for the constabulary. Vicki will be on hand to talk about her schemes, discuss some of the challenges facing her team and outline her opinions of strategic estates matters across the Blue Light sector.

 

West Sussex Fire and Rescue Service – Jon Simpson, Area Manager

A new £21 million fire station was recently approved to be built in Horsham with The new facility set to be the first of its kind in West Sussex. It will offer industry-leading facilities for fire and rescue service staff and a new training centre, as well as a new 24-hour operational fire station for Horsham. Jon will join the session to talk about the new facility which could be completed as early as 2022.

Baily Garner – Sarah Chisholm, Associate Partner

Sarah has worked in the construction industry for over 30 years, specialising in project management, working both client-side and in consultancy project management as well as providing the employer’s agent and contract administrator role. She has broad experience working in many sectors including: blue light, local government, NHS, education, housing, community schemes, historic buildings, hospitality, airport and infrastructure, as well as working with private developers. Since joining Baily Garner she has led a team in our project management and quantity surveying group working on projects including a headquarters refurbishment for the Metropolitan Police.

Sussex Police – Andy Taylor, Commercial Planning Manager

With over 100 individual sites across Sussex, Andy and his team have been working on a 4-year strategy to bring their estate up to capability of serving the needs of its police force. As 2022 approaches, Sussex Police will be devising their next estate strategy which will cover the forthcoming 4 years. Andy will talk about their ambitions going forward and engaging with our audience about his challenges and opportunities.

Built Environment Networking – Amanda Griffiths, Director

Amanda is one of the Co-Founder’s of Built Environment Networking – formed almost 10 years ago.

She’ll be hosting throughout the day, running the days proceedings and managing the interaction between our delegates and the speakers.

Baily Garner LLP – Rob Ireland, Partner

Rob is the blue light sector lead at Baily Garner. As a chartered building surveyor and qualified asset manager, Rob is experienced in all aspects of construction projects in the sector, including collaborating with clients to review their property portfolio, transforming and consolidating estates and managing refurbishment projects to provide buildings that are fit for purpose for modern emergency services. During his time at Baily Garner, he has delivered several successful projects for the Metropolitan Police, London Ambulance Service NHS Trust and London Fire and Emergency Planning Authority (LFEPA) among others.

Built Environment Networking – Fahmida Nisa, Host & Event Manager

Nisa is a research, marketing and content specialist at Built Environment Networking. She will be hosting a number of the sessions throughout the day, running the day’s proceedings and managing the interaction between our virtual delegates and the speakers.
