Homes England – Karl Tupling, Director of Emerging and Developing Markets Karl is Director of Emerging and Developing Markets at Homes England where his role is to build a pipeline of opportunities with ambitious partners and places. A fellow of the Institute of Housing, Karl has almost 40 years experience in housing and regeneration. Initially in local government, he was Director of Housing in Sheffield until 2010, then moving to the HCA where he led delivery teams in the North West and Midlands. In 2012 Karl was a member of the UK Housing and Regeneration delegation to China. Cumberland Council – Jane Meek, Assistant Director Thriving Place and Investment Jane will join the conference to update on the plans for St. Cuthbert’s – by far the largest site, in terms of capacity, from the Government’s Garden Village Programme. The £225m Southern Link Road will unlock St. Cuthbert’s which will see 10,000 homes built over the next 30 years as well as employment opportunities which will bring significant benefits to Carlisle and the wider county. Carlisle City Council – Steven Robinson, Director of Regeneration Ranging from the £20m station gateway project to the recently won £20m recently won from the Town Fund, Steven will talk about key schemes that the city council are supporting across five key sites. Carlisle are open for business and as part of this session he will talk about how the built environment ecosystem can get involved. Story Contracting – Emma Porter, Managing Director Specialising in the development of infrastructure related projects and a passionate advocate for Cumbria, Story are in the midst of £30m worth of development projects. Emma is also Chair of the Construction Sector Panel for Cumbria LEP and will bring a wealth of knowledge about the market to the discussion. St Cuthbert’s Garden Village – Neil Cole, Head of Planning Policy St Cuthbert’s Garden Village is an ambitious proposal that could include the development of around 10,000 new quality homes, new employment opportunities, community facilities and the Carlisle Southern Link Road. The council has commissioned several technical studies to look into blue and green infrastructure, drainage, zero carbon technologies, transport, and more. Carlisle has also been awarded an additional £250,000 Government funding following another successful bid for Capacity Funding bringing the garden village vision closer to fruition.
