East Midlands Development Conference

This online conference will highlight potential development, regeneration and investment opportunities and future projects across the East Midlands with billions of pounds worth of capital development projects to be discussed.

With plans in the works which could support regeneration schemes that could potentially add £4.8 billion a year to the East Midlands Economy, create an estimated 84,000 jobs and deliver thousands of new homes The East Midlands is going through an exciting period of development and regeneration – with schemes including logistics facilities, major housing schemes, build to rent projects, student accommodation schemes and commercial sites planned.

Several key zones such as that around East Midlands Airport – the UK’s only inland freeport – will only accelerate that planned investment and economic growth opportunities, and all of these will be explored at the event alongside key developers, investors, local authorities and stakeholders.

Nottinghamshire is set to go through transformative change in the next 10 years with vast opportunities arising from the County Council’s ambition to create a healthier, greener and more prosperous place. Nottingham City Council – Paul Seddon, Director of Planning and Regeneration

There is a plethora of development and regeneration opportunities in the pipeline in Nottingham with the city currently going through a boom of regeneration and student accommodation projects – with the Broadmarsh regen project standing out as a ‘once in a generation opportunity’. Paul will join the conference to give intel on the Broadmarsh scheme as well as the significant pipeline of council led schemes which are set to transform the city.

Midlands Connect – Karen Heppenstall, ChPP, Head of Rail

Karen is a Chartered Project Professional, with more than 16 years of diverse rail experience spanning both public and private sectors. She joined Midlands Connect as Head of Rail in April 2021 and has already influenced the shape of the Strategy Refresh published in late in 2021 and is working closely with senior colleagues at Network Rail and DfT to address current challenges with the £3.5bn Midlands Engine Rail programme. Karen will give an overview of their substantial plans for the East Midlands and the wider economic benefits of those schemes.

Nottinghamshire County Council – Matthew Neal, Service Director for Investment and Growth

Matthew will join the conference to give intel on the plans and opportunities set to be created by Nottinghamshire County Council’s 3 major development zones – around East Midlands Airport, Toton’s East Midlands Hub and the proposed West Burton Nuclear Fusion Plant which are all set to bring tens of thousands of jobs to the region as well as growing the economy by over £5bn per year. Matthew will also discuss the council’s partnership with Arc Partnerships and how they are aiding with the creation of a healthier, greener and more prosperous Nottinghamshire over the next 10 years.

Boston Borough Council and East Lindsey District Council – Michelle Sacks, Joint Deputy Chief Executive (Place)

Boston have bid for £20 million from the government’s levelling up fund to bring forward a number of priority schemes in the town including the creation of an integration hub and learning centre, urban living schemes with contemporary housing, hospitality and retail uses, and a town centre greening project. Michelle will reveal more details about these schemes to be brought forward as well as the council’s wider housing and regeneration plans.

St. James Securities – Paul Morris, Director

St James Securities are working in consultation with Derby City Council to bring forward the major Becketwell regeneration scheme in the city centre. The new development will feature 310 BTR apartments and a range of office spaces, a hotel, a multi storey car park and retail space as a part of the £200 million project. The scheme will also see the delivery of a new 3,500 capacity performance venue that is set to be managed and operated by ASM Global who manage venues across all five continents.

Connected Places Catapult – Zoe Jennings, Head of UKCCIC

Zoe heads up the UK Cities Climate Investment Commission whose aim is to pioneer new cycles of net zero investment, bringing together revised urban utilities and infrastructure, with a new approach to the built environment, and an enabling environment that allows citizens to make easy low carbon choices by working with local government and other stakeholders. With climate action becoming more integrated within city economic recovery plans, recognising that the green economy will both produce some of the quickest impacts and achieve the most long-lasting benefits is a key message the UKCCIC is wanting to transmit and Zoe will discuss their aims and ambitions as well as their work in the East Midlands.

Leicester City Council – David Beale, Development Manager

Leicester City Council is at the forefront of major investment and regeneration across the region. The city is one of 133 council-led projects across the country to successfully receive a share of the Housing Infrastructure Fund, aiming to develop homes at a much quicker pace. Recently work has begun on a 321-acre major house building development, Ashton Green that will see a mixed-use development of up to 3000 homes and 24.7 acres of employment land. In addition to this the council has also been awarded a further £10 million in government funding to develop a highway system to maximise the accessibility to this development.

West Lindsey District Council – Sally Grindrod-Smith, Assistant Director of Planning and Regeneration

West Lindsey District Council have major ambitions to level up the region with employment creating projects as well as significant housebuilding targets. As one of the leaders of the council’s planning and regeneration team, Sally will be well placed to discuss their plans to create new, inclusive communities – with 7000 homes needing to be delivered by 2036 – and a massive employment creating development on a 30 hectare site at Hemswell.

Derby City Council – David Fletcher, Director of City Development and Growth

Derby City Council are moving forward with their 2030 Masterplan which will create 4,000 jobs, leverage £3.5 billion of investment and the development of 1,900 city centre homes. David will give an update on the masterplan, as well as how the council are supporting landmark projects including the £200 million Becketwell regeneration scheme.

Arup – Chloe Salisbury, Associate Director

Chloe Salisbury is an experienced town planner who specialises in the preparation of plans and strategies, developing implementation strategies for development projects, and establishing innovative governance and delivery models. Chloe has overseen a number of Arup’s transformational projects in the East Midlands in recent years, including the Toton and Chetwynd Barracks Strategic Masterplan and the development of the business case for the East Midlands Development Corporation. She has also been an expert advisor on Arup’s work as Towns Fund Delivery Partner for the Government. Chloe undertakes work for a range of public and private sector clients, including international experience from a diverse range of places from the Channel Isles to the Middle East.

Arc Partnership – Daniel Maher, Managing Director

Arc Partnership is collaborating with Nottinghamshire County Council to help deliver its extensive development and regeneration ambitions over the next 10 years with £210m of investment commissioned so far. Daniel will join the conference to reveal more intel on vast plans to create over 1600 new homes which will unlock educational and job creating commercial development plans in the county – making a healthier, greener and more prosperous Nottinghamshire.

Built Environment Networking – Fahmida Nisa, Online Event Manager

Nisa is a research, marketing and content specialist at Built Environment Networking. She will be hosting a number of the sessions throughout the day, running the day’s proceedings and managing the interaction between our virtual delegates and the speakers.

Godwin Group – Tom Smallbone, Associate Director

Godwin Group are one of the most active developers in the Midlands with a portfolio of over £1billion in their development pipeline. They are currently working on a host of residential and commercial projects in the region including a 783-bed student development in Nottingham, two residential developments in Derby and a host of commercial projects such as petrol filling stations, drive thrus and food-to-go units for well-known brands. Tom will join the conference to give more intel on these schemes as well as discussing why Godwin Group see the East Midlands as a great place to develop and invest in.

CEG – Will Martin, Strategic Land Lead

Work has just begun on the massive Thorpebury scheme in Leicestershire which over 30 years will bring approximately 4,500 residential units, including family, first time buyer, affordable and Extra Care accommodation for the elderly; approximately 13 hectares of employment land; shops and services, healthcare facilities and new primary schools and a reserved site for a secondary school; and 48 hectares of parks, 61 hectares of natural green space including allotments, parks, play areas and open space – delivering biodiversity benefits through the delivery of new habitats. Will is leading on this scheme for CEG and will join the conference to discuss the vast ambition for this development and the major benefits it will bring to the East Midlands.
