ProCure 23 – Graham Bell, ProCure 23 Implementation Advisor : ProCure23 (P23) is the fourth generation of the ProCure framework for the design and construction of NHS capital projects with an expected cumulative spend of £9bn during its lifespan with there being 3 lots available as part of P23 covering different values ranging from under £20 million to over £70 million. The P23 framework will build on the successes of three previous iterations of the ProCure framework that have delivered over £10 bn of projects for the NHS. Graham will join the session to discuss the challenges of procuring for the NHS during a the pandemic and look ahead to future opportunities in the NHS for the construction sector, including the P23 framework. Scotland Excel – Danielle Pettigrew, Construction Category Manager, Refurbishment & Maintenance Danielle and Jennifer will discuss how Scotland Excel’s approach to procurement, centred around sustainability, social value, and green recovery can help aid Scotland’s economic and social recovery beyond the Covid-19 pandemic. Southern Construction Framework – Adam Sanford, Operations Lead A mammoth £5.2bn residential development and construction framework covering the South of England has opened for tender, organised by Southern Construction Framework’s (SCF), a joint venture between Hampshire Council and Devon County Council. Adam will join the session to give more intel on this framework which is open to developers and contractors of all sizes as well as discussing SCF’s delivery of around £650m of residential work from their current framework. Central Bedfordshire Council – Jessica Mortimer, Head of Capital Construction Central Bedfordshire Council are on the hunt for building firms for a new £500m framework covering central England with selected firms tasked with carrying out building works for several public contracting authorities in the region including East Anglia, Leicestershire, Rutland and Northamptonshire and Berkshire, Buckinghamshire and Oxfordshire. Paul and Jessica are leading on this project on behalf of the involved councils and will be on hand to discuss the opportunities, aims and ambitions of the framework. King’s College London – Professor David Mosey, Centre of Construction Law & Dispute Resolution Professor David Mosey PhD is a Professor of Law and former Director of the Centre of Construction Law and Dispute Resolution. He joined the Centre in May 2013 after spending 33 years as a specialist construction lawyer, including over 20 years as Head of Projects and Construction at solicitors Trowers and Hamlins LLP where he headed a national team of over 30 lawyers. During his career in private practice Professor Mosey advised on a wide variety of construction and engineering projects in the UK and internationally, with a particular focus on improving procurement and contractual techniques for project delivery. Professor Mosey is involved in a current research project for the UK Government in relation to procurement, early contractor involvement and supply chain management, and has established King’s College London as an academic partner of Constructing Excellence and the Cabinet Office. He is also exploring the potential and legal challenges of Building Information Modelling and the impact of construction projects on the community. TTL Properties – Lucy Atlee, Senior Quality & Design Manager TFL have been working for over two years on their Sustainable Development Framework and have used the framework to drive sustainability performance across more than 20 major property development projects. The SDF is unique in the sector for its holistic view, robust methodology, and site-specific approach which has delivered results on the ground – using the framework TFL have achieved a 56% reduction in carbon emissions, an average of 4.4 Stars under Home Quality Mark, and were recently recognised by GRESB as the most sustainable diversified developer in Europe with a score of 97/100! TFL are also implementing their new net zero pathway which will see them become carbon neutral across the entire business by 2030 and in certain divisions (property development) potentially by 2025. Lucy will be on hand to discuss these plans in more detail. Procurement for Housing – Robert Peck, Director of Procurement Procurement for Housing and Building Better have teamed up for an offsite homes framework which is worth up to £600m over five years. Social housing providers will be able to procure pre-manufactured 3D construction systems for both houses and apartments through the deal. Over 185,000 homes are managed by the 29 housing associations and local authorities that make up Building Better. Initially, they will build at least 800 new offsite homes via the framework with a further 4,500 properties to be produced using modern methods of construction before 2026. Robert will join the conference to discuss this sustainable framework as well as revealing details about Procurement for Housing’s other framework offerings. HS2 Ltd – Nicky Wright, Supply Chain Manager HS2 is accelerating ahead with the next phases of their giant infrastructure project, inviting the supply chain to bid on billions of pounds worth of HS2 contracts which will create an estimated 400,000 supply chain opportunities over the next few years. Nicky will reveal more Hs2’s future plans and how the supply chain can get involved in their opportunities including how more SMEs can get involved. Procurement Hub – Alan Heron, Director of procurement Alan will join the conference to discuss Procurement Hub’s (part of Places for People) £4.2bn major projects 4 year framework which is moving into its second generation and is designed to deliver a broad span of new and upgrade work from housing, education and health to offices, industrial and commercial. The framework is split into 3 lots with £3bn of projects allocated to England and Wales, £900 million for Scotland and £300 million for Northern Ireland and Alan will speak about the opportunities this framework will bring as well as Procurement Hub’s innovative approach to frameworks and procurement. Scotland Excel – Jennifer Bowles, Category Manager, Construction Danielle and Jennifer will discuss how Scotland Excel’s approach to procurement, centred around sustainability, social value, and green recovery can help aid Scotland’s economic and social recovery beyond the Covid-19 pandemic. They will also highlight opportunities for the supply chain in existing Scotland Excel construction frameworks, including New Build Residential Construction and future developments, such as Energy Efficiency Contractors. UK Business Council for Sustainable Development – David Smith, Board Member OX Place – Helen Horne, Managing Director OxPlace is Oxford City Council’s housing company, established in 2016 to create high-quality, genuinely affordable homes in the City. They build homes for sale, shared ownership and council rent and are building over 2,000 new homes in and around Oxford over the coming decade, with a strong commitment to building net-zero homes. Central Bedfordshire Council – Paul Meigh, Head of Procurement Central Bedfordshire Council are on the hunt for building firms for a new £500m framework covering central England with selected firms tasked with carrying out building works for several public contracting authorities in the region including East Anglia, Leicestershire, Rutland and Northamptonshire and Berkshire, Buckinghamshire and Oxfordshire. Paul and Jessica are leading on this project on behalf of the involved councils and will be on hand to discuss the opportunities, aims and ambitions of the framework.
