Parliament – Lord Matthew Taylor,

Lord Matthew Taylor (Lord Taylor of Goss Moor) advised both the last labour government and the coalition on planning and housing policy, publishing the landmark Living Working Countryside review in 2008, and leading the creation of the government’s new National Planning Practice Guidance in 2014. He chairs the St Austell Eco-Town partnership and provides consultancy on other sustainable development and new community projects. He completed his term as Chair of the National Housing Federation in September 2015. In January 2015 he published with Policy Exchange his report, Empowering localism to solve the housing crisis through garden villages, and he continues to actively engage with government on planning policy and housing delivery. He was formerly the Liberal Democrat MP for Truro and St Austell from 1987 to 2010.

Homes England – Fionnuala Lennon, Head of Garden Communities

Homes England are supporting the development of 43 new Garden Communities across the UK through funding and strategic advice and 2023 has seen an acceleration in planning and delivery of schemes. Fion joins the conference alongside members of her team to actively engage with delegates from across the supply chain and ecosystem and talk about how her team can help realise levelling up related regeneration going forward.

Homes England Fionnuala Lennon

Ebbsfleet Development Corporation – Ruth Bryan, Head of Ebbsfleet Central

Ebbsfleet Development Corporation are behind the Ebbsfleet Garden City, the major new community on the banks of the Thames that will deliver 15,000 new homes and 32,000 new jobs by 2035. Ruth is the organisation’s lead on the 125 ha Ebbsfleet Central site which will allow many of the promised 15,000 homes to be delivered and will be on hand to give an update on the progress made and discuss then next phases of the project.

Tatton Group – Henry Brooks, Managing Director

A 20-year strategy for their 5,000-acre estate is setting out plans and projects for the future to continue development across the land portfolio. Currently in the pipeline are the development of Bluebell Village, a number of large-scale redevelopment projects including 250-homes at Parkgate on the estate, and more. They’re not just working on homes across the estate – with commercial options for technology, medical research, retail, leisure and retirement housing, as the estate looks to diversify and deliver economic and environmental benefts to the local community.

Meecebrook Garden Community – Michelle Smith, Strategic Project Manager

Announced as a concept in December 2022, Meecebrook Garden Community hopes to deliver 6000 badly needed homes across several asset classes in Stafford. Plans also include a new school, major healthcare hub and green infrastructure and if approved will take shape over the next 17 years. Michelle joins the event to talk about some of the challenges faced in getting the project moving and anticipated key milestones ahead.

Vistry Group – Andrew Taylor, Group Planning and Communities Director

With last year’s acquisition of Countryside Properties, Vistry have increased their already huge pipeline of homes to be delivered across Garden Communities in the UK becoming one of the most prominent investors in these visions. Having become Visty’s Group Planning Director, Andrew will be well placed to discuss their plans which include 5,000 homes in Sherford near Plymouth, the 10,000-home Chelmsford Garden Community, 3,000 homes as part of the new Ashmere community in the Ebbsfleet Garden City masterplan, and around 1300 homes at Alphington, Exeter.

Welborne Garden Village – Fiona Gray, Project Director

Buckland Developments are the Master Developer of Welborne in Hampshire.  The project is unique in many ways with a legacy vision to deliver homes, employment, infrastructure, green space and more for a sustainable new community in the region.  Fiona is leading on the development and will join the conference to update the audience on the scheme which will include 6000 homes, a multitude of local amenities set against the backdrop of a green, leafy environment.

Latimer – Russ Edwards, Project Director – Tendring Colchester Border Garden Community

Latimer, the development arm of Clarion Housing Group, is working with Meresa Homes, Colchester Borough Council, Tendring District Council and Essex County Council on a major new project in the region titled Tendring Colchester Borders Garden Community. The scheme has a GDV in excess of £3bn, whilst the scheme could deliver up to 9,000 new homes, with 30% of those being affordable. Russ will be giving an update on the extensive development programme – which includes a country park, commercial space, primary and secondary school facilities and a rapid transit system alongside wider infrastructure improvements.

Cumberland Council – Jane Meek, Assistant Director Thriving Place and Investment

Jane will join the conference to update on the plans for St. Cuthbert’s – by far the largest site, in terms of capacity, from the Government’s Garden Village Programme. The £225m Southern Link Road will unlock St. Cuthbert’s which will see 10,000 homes built over the next 30 years as well as employment opportunities which will bring significant benefits to Carlisle and the wider county.

Harlow District Council – Cllr Michael Hardware, Cabinet Member for Economic Development

Plans are progressing at pace for the creation of Harlow and Gilston Garden Town which will see some 19,000 new homes to be delivered by 2033, and a regenerated town centre for use by residents and different communities alike. Cllr Hardware joins the event to detail different stages of delivery.

Strata – Claire Linley, Planning Director

Strata are one of the UK’s fastest growing housebuilders – with many projects in the pipeline. News this year has already included a recent JV with Redrow enabling a 400-home project in Leeds, a further 180 being built in Cleckheaton, 130 in Nottingham, 160 in Barton linked to a new byline in the Lincolnshire town, and 176 homes in Calderdale. Their ambitions are big and they’ve linked onto many large-scale developments to help bring houses forward and they’ll add their insight into ensuring partnerships with local authorities and communities deliver strong community-led development projects.

Department For Levelling Up, Housing and Communities – Joseph Tansey, Senior Delivery Manager

The Department for Levelling Up, Housing and Communities have big plans to deliver up to 16,000 homes per year from 2025 through their £69m Garden Communities Programme. The funding can be spent by councils or developers to help deliver the homes and infrastructure needed for neighbouring communities and future residents alike to unlock future development and growth, with more than 30 garden villages and towns having been allocated funding to date. Joseph will be on hand to discuss DLUHC’s future plans and ambitions for Garden Communities as well as updating on the progress already made across the UK.

Town and Country Planning Association – Fiona Howie, Chief Executive

The Town and Country Planning Association works to challenge, inspire, and support people to create healthy, sustainable and resilient places. The association promoted the Garden City idea in 1899 and has since recognised the role new communities play in a portfolio of solutions necessary to provide affordable homes in inclusive, healthy and climate-friendly places. Fiona joins us to share insight into the TCPA’s work supporting the latest garden community programme.

Manydown – Andrew Reynolds, Project Director

Manydown will be a thriving new community of up to 3,520 new homes, two new primary schools, land for a new secondary school plus a new 250 acre country park near Basingstoke. The new garden community is set to be delivered in a unique partnership between Basingstoke and Deane Borough Council and Hampshire County Council, as landowners, and Urban&Civic, supported by the Wellcome Trust. Andrew will be on hand to give more details on the latest phases of this massive scheme for the region.

DAC Beachcroft – Gemma Leonard, Partner

Gemma is Head of DACB’s Residential team and a member of the Real Estate Executive. She specialises in all aspects of land acquisition and development for clients including: Bellway, Vistry, Ilke, Crest and Taylor Wimpey, as well as specialist BTR and affordable housing providers. Her advice covers, for example: site assembly acquisition, option agreements and conditional contracts, overage, joint ventures, promotion and collaboration agreements. Gemma joined the firm in 2003 as a trainee and was admitted to the partnership in 2015.

Hall & Woodhouse – Anthony Woodhouse, Chairman

Hall & Woodhouse are set to significantly increase their portfolio over the next 5 years with 20 sites in their development pipeline across the South of England. As part of their growth strategy the H&W are actively looking for land across the South of England and are particularly targeting the incorporation of their locations into Garden Communities & New Towns – becoming integral hubs in these new communities. Anthony will join the conference to delve into their development pipeline and outline their future expansion ambitions.

Publica Group – Andrea Clenton, Garden Village Programme Manager

Publica are the not-for-profit company owned by Cotswold, Forest of Dean, and West Oxfordshire District Councils and Cheltenham Borough Council who are leading on the Salt Cross Garden Village project. Salt Cross was one of the First Garden villages to be endorsed by the government. Developing over 2200 homes, schools, science and business park – building ground-breaking, sustainable housing while increasing biodiversity and active travel. Andrea will be join the conference to discuss the progress of the scheme of the Salt Cross Garden Village.

Turley – David Blackadder-Weinstein, Director, Strategic Communications

David leads Turley’s Strategic Communications service in the Midlands. He has overseen and advised on several major town centre regeneration, new settlement, and land development projects, applying his unique blend of project positioning, public affairs and consultation experience to achieve positive planning, development, and stakeholder relationship outcomes for Turley’s clients. David joined Turley in March 2020 from Midlands Connect shortly after confirmation that the Midlands Rail Hub would become a government priority and integrated with HS2. While Head of External Affairs at Midlands Connect, he played a lead role in devising, launching and executing the #MidlandsEngineRail, #HS2alltheway and #GetHS2done campaigns. Over the last 15 years’ he has worked in both the private and public sectors on major national and regional schemes and broadcast channels. His approach to strategic communications and stakeholder engagement is guided by a commitment to understanding various audiences’ specific needs and desired outcomes.
