Organised in consultation with the Office for Government Property and the Cabinet Office, this conference brings together major government departments to share details of their forthcoming major works programme with the built environment supply chain to discuss procurement opportunities, challenges and best practice.

Projects totalling billions of pounds will be on display and topics such as “are the public sector a good client” will be discussed in depth by our experts from across government and the private sector.

Led by the Cabinet Office Government Property Function’s Chief Data Officer, this unique session explores the data initiatives being rolled out across the UK public sector.  Starting with a central record (Domesday Book) of all government property by department and agency, this session will examine how a joined-up approach to data creates opportunities for the built environment in both the private and public sector.

We’re set to have an exceptional line-up of speakers who’ll be sharing intel into their future development, disposal and regeneration of government property and estates. Here’s an overview of the confirmed speakers:

Infrastructure Projects Authority – Jon Loveday, Director of Infrastructure, Enterprise and Growth

The Infrastructure Projects Authority (IPA) is the government’s centre of expertise for infrastructure and major projects, as a part of the Cabinet Office and HM Treasury. Back in September 2021, the IPA published their ‘Transforming Infrastructure Performance: Roadmap to 2030’, that outlined a long-term vision to shift Britain’s built environment to become more resilient, adaptive, and sustainable, moving towards leading in high tech construction. The paper was published alongside the National Infrastructure and Construction Pipeline, which forecasts £650bn of investment in infrastructure over the coming decade.

Ministry of Defence – Sherin Aminossehe, Director of Infrastructure

Sherin Aminossehe, FRICS RIBA, is Director Of Infrastructure at the Ministry of Defence. Previously Sherin was Head of the Commercial Office business at Lendlease where she was in charge of shaping some of the company’s largest regeneration projects, including the £2.4bn International Quarter London in Stratford and led the company’s social impact strategy.

In Whitehall, she held the dual role of Chief Executive Officer at the Government Property Unit, Cabinet Office and Head of Property Profession for the Civil Service. As part of her work for the largest owner of real estate in the UK, Sherin was charged with leading, devising and executing the property strategy for the sitting government, which included working with government departments to look at how they could use their portfolios effectively to create growth as well as saving over £1bn in running costs and £3.6bn in capital receipts. Through the creation of the One Public Estate programme, she also been a strong part of the Government’s social change agenda with a particular focus on creating more homes and jobs.

Government Property Function – Yogesh Babbar, Chief Data Officer

Yogesh is the Chief Data Officer for the Government Property, and sits in the Cabinet Office, which maintains the sole and most complete source of cross-public sector property data. He leads the Data and Analysis Centre of Excellence that manages property information as an asset to provide data insights that support the delivery of the Government Estates Strategy and to meet statutory obligations such as publication of State of the Estate report pursuant to the Climate Change Act.  He joins the event to talk about an ongoing asset register data initiative, outlined in the Prime Minister’s recently published Declaration on Government Reform and the associated challenges and opportunities in public sector property data.

Government Property Agency – Steven Boyd MBE, Chief Executive

As Chief Executive, Steven leads the Government Property Agency (GPA) in transforming the way the Government’s office and logistics property portfolios are managed. The GPA is growing rapidly with currently seven million square feet of property under its management. The GPA is transforming the future of work in the Civil Service, improving the workplace experience for civil servants across the UK, leading the largest commercial office programme in the United Kingdom, working towards halving carbon emissions from Government offices, and saving billions for the taxpayer.

Built Environment Networking – Amanda Griffiths, Director

Amanda is one of the Co-Founder’s of Built Environment Networking – formed almost 10 years ago.

She’ll be hosting throughout the day, running the days proceedings and managing the interaction between our delegates and the speakers.

Active Building Centre – Ron Cowley, Chief Executive Officer

Rob leads the Active Building Centre’s mission to transform the construction sector: revolutionising the way we heat and power our homes, schools and offices through the integration of renewable energy generation and storage technologies for heat, power and transport – all coupled with state-of-the-art intelligent energy management systems.  Ron brings 35 years’ experience in leadership roles across a range of multinational companies,  growing successful organisations within the Defence, Nuclear, Scientific and Oil & Gas sectors. He has led on Investment, M&A, Innovation and Manufacturing and is a keen advocate of delivering solutions that meet the needs of the carbon challenge while addressing fuel poverty and other societal challenges. He started his career as an apprentice, working his way up to qualify as a Mechanical & Electrical Engineer. He has several NED & Chairman positions working within the charity & voluntary sectors, supporting youth training & development and mentoring disadvantaged youngsters.

Active Building Centre – Lee Chambers, Chief Commercial Officer

Lee Chambers is Chief Commercial Officer for the for the Active Building Centre (ABC). The ABC has been established to help deliver and prove the case for Active Buildings; that support the energy system by integrating renewable technology for heat, power, and transport. Lee has a 30 year history in senior sales roles across several different industries, the last 15-years spent in renewable energy developing large scale PV and battery ESS systems, Lee is passionate about changing things for the better. He is mindful of the commerciality of  and takes pleasure in questioning the established wisdom living by the mantra that  “if you always do what you’ve always done, you will always get what you’ve got.
