Liverpool City Region Development Conference

Liverpool City Region has secured over a billion pounds worth on funding from Government to grow its economy. At this special online conference, we will be hearing from the region’s built environment leadership as they showcase multi-million pound schemes.

The Liverpool City Region Combined authority recently received a £900 million package in the form of a devolution deal to boost regional growth and create thousands of jobs. On top of this, the Government has also pledged over half a billion pounds in investment via the Transforming Cities Fund and a share of HS2 package which will link in to Crossrail for the North. This has allowed Liverpool to become a hotspot for the regeneration and major development that will be the focus of this conference. We will be hearing from leading investors, blue chips, developers, and local authorities as they share their contributions to modernising the city region and creating a healthy, inclusive economy.

Peel L&P – Richard Mawdsley, Wirral Waters Director

Richard is currently leading the delivery of Peel L&P’s Wirral Waters project, one of the largest, private sector led developments in the UK. The Wirral Waters scheme is a £4.5 billion scheme that will deliver a mixed-use, high density, and highly sustainable project that will boost the regional economy over the coming years. The scheme will feature a wide array of subsidiary developments, including the Legacy Project, the Wirral Street Car and Egerton Village. Approximately 13,500 homes and 20,000 jobs are set to be delivered under the scheme over the next quarter of a century.

Liverpool City Region Combined Authority – Dr Aileen Jones, Executive Director Investment and Delivery

Liverpool City Region Combined Authority have successfully secured a £900m devolution deal in addition to over half a billion pounds in additional government funding including £173m from the Transforming Cities Fund. The city region will also receive a share of £300m to connect Liverpool to the HS2 network.

Sefton Council – Stephen Watson, Executive Director (Place)

Sefton Council are working to deliver a new £75m Southport waterfront conference and events centre. The 1,200-seat Marine Lakes Events Centre is predicted to attract more than half a million visitors to Southport each year. The council are also looking into plans to regenerate Bootle Canalside and have submitted a £19.2m Levelling Up Fund bid to redevelop Crosby Town Centre.

Liverpool City Council – Cllr Sarah Doyle, Cabinet Member for Development and Economy

Liverpool City Council have set out their vision and priorities in their most recent Council Plan, that aims to enable a thriving and sustainable city for residents and visitors over the coming years. As a part of the plan, over £333m has been forecast to be invested over the next five years. This comes in addition to a wide array of regeneration schemes across the city including the £5bn Liverpool Waters masterplan. Cllr Sarah Doyle is the current Development and Economy portfolio holder, and she joins us to discuss the city council’s plans to continue Liverpool’s growth.

Liverpool City Region Freeport – Jonathan Coleman, Freeport Project Manager

Liverpool City Region Freeport, one of eight announced in March 2021 supports the vision for a globally competitive, environmentally responsible, and socially inclusive City Region. The Freeport will have a transformative impact, releasing 310ha of land for development, creating 675,000sqm of commercial floorspace, enabling 14,000 direct and indirect jobs and £850m GVA.

Wirral Council – Cathy Palmer, Head of Regeneration Delivery

Wirral is undergoing a major regeneration programme with their flagship £4.5 billion Wirral Waters project well underway. Birkenhead town centre is also set for a £1bn overhaul, with plans outlining the delivery of 21,000 homes, creating 6,000 jobs by 2040. The Birkenhead 2040 Framework also outlines the vision for a 270-acre garden community on the Mersey waterfront.

University of Liverpool – Professor Wiebe van der Hoek, Executive-Pro-Vice-Chancellor for Science and Engineering

With over 22,000 students on campus and over 400 undergraduate and postgraduate courses available, the University of Liverpool plays an important role in attracting, training and retaining a skilled workforce in the region. The university is looking to expand via its Masterplan Estate Strategy 2026+, featuring a £1bn vision to develop estates over the next 15 years and further into the future. The university is looking to develop a £23m showcase building and a £42m Electronic Engineering and Electronics facility, as their first run of projects from the wider masterplan.

St Helens Council – Lisa Harris, Executive Director of Place Services

St Helens Borough Council has been working with the English Cities Fund to prepare planning applications for the first phases of the Earlestown and St Helens Town Centre Masterplan Development Frameworks. The St Helens Town Centre Masterplan alone will cost in the region of £300m to successfully implement plans. The schemes are predicted to take over 10 years to roll out, with the first phases to be delivered over the next couple of years.

Knowsley Council – Tony Clark, Assistant Executive Director Development and Infrastructure

Knowsley Council have recently entered into a joint venture with Genr8 Kajima for Huyton’s Town centre redevelopment. The Council has ambitious plans for Huyton and its progressing it’s 10-year development plan, including the creation of a commercial district, that will contain the Council’s new HQ, a hotel, commercial and residential accommodation; as well as a village green and significant improvements to the high street and station gateway area. The plan outlines the potential for approximately 1,700 jobs and a £50.8m boost to the local economy.

Redrow – Claire Jarvis, Managing Director, Lancashire

As Managing Director for Lancashire Claire heads up one of Redrow’s largest divisions, delivering around 500 new homes per year. Claire also Chairs the Home Builders Federations North West Managing Directors group. Redrow’s upcoming projects in the region include a 441 home project in Widnes.

Lovell Partnerships – Lee Sale, Regional Managing Director

Lovell is a leading provider of innovative residential development and regeneration. They have recently joined forces with Legal & General to build 3,000 homes over the next five years. The regeneration specialist is looking to develop a 5 acre site on East Lancs Road that will see the delivery of eight houses and 80 apartments. Elsewhere, Lovell are also working with the city council to deliver 105 homes in Yew Tree.

Growth Platform – Mark Basnett, Managing Director

Growth Platform is Liverpool City Region’s growth company, established by Liverpool City Region Local Enterprise Partnership and Combined Authority to strengthen the local economy. Their main aim is to deliver growth through business support, attracting inward investment and developing talent to create a fairer, greener and inclusive economy for those who live and work in the City Region.
