Deborah is the Chief Executive of Manchester Place, an alliance between Manchester City Council and the Homes and Communities Agency (HCA) formed to accelerate the pace and quality of housing development in the city.

Manchester Place’s role is to create a pipeline of build ready sites and work with developers and funders to identify new opportunities to help the city meet its target of creating 55,000 new homes by 2027.

It will support developers and house builders to access public finance, including the £300m Greater Manchester Housing Fund which is available as part of the Manchester devolution agreement.

Deborah has been seconded to lead the partnership from her role as Executive Director North West with the HCA where she led the North West team to deliver the Government’s priorities for housing growth across the region. In 2014 more than half the 10,030 new homes built in the region received some form of HCA funding which enabled them to be delivered.

Deborah’s team was responsible for many successful investment schemes, including the rebirth of Ancoats in Manchester, the Preston and Lancashire City Deal, the rapid expansion of the Omega site near Warrington.
It supported the redevelopment of Kings Dock in Liverpool and Wirral Waters and the restoration of the Lancaster Moor heritage site into residential.

Before joining the HCA in 2008 Deborah was Director of Housing with Manchester City Council

She is a member of Greater Manchester Chief Executives Investment Group and Housing Investment Board.

Externally she is a member of Pro Manchester: property and regeneration steering group

Andrew Pratt, Residential Investment Consultant; Patrizia ImmobilienAndrew Pratt resized

Joined Patrizia as the Senior Residential Consultant in July 2013 to establish and expand the Company’s in-house residential investment and asset management capabilities on their entry into the UK investment market.

Formerly with Grainger plc, as UK Residential Managing Director, where he was principally responsible for acquisitions, identifying new areas for investment and the fund and asset management of the UK operations driving performance from assets and portfolios of in excess of £2bn.

Previously, he was a Fund Manager at Teesland plc, where he was instrumental in setting up and managing Institutional residential funds in the private rented, serviced apartment and student housing sector.

Prior to that was UK Group Chief Surveyor of the Bank of Ireland/Bristol & West Building Society.

Currently has Non Executive Directorships of:

Ringley Chartered Surveyors, a London based residential advisory business specialising in Block Management, Sales and Lettings, and Professional work, and

Easy Property, again London based providing residential and commercial on line letting & sales services throughout the UK.

Michael Howard launched urbanbubble in March 2008 due to personal hatred of poor service and being over charged in the property block he was living in at the time. After spending six months researching and crafting a leaseholder-centric Block and Property Management Service, utilising the Six Sigma and Service Solution skills, urbanbubble was born. Seven years on and urbanbubble is a multi-award winning Residential Managing Agent based in Manchester’s Northern Quarter, with a team of 66 colleagues caring for 90 residential apartment schemes, 6,000 properties and 8,500 residents with plans to further grow to a team of 100 by 2017 as their portfolio exceeds 10,000 units.

In 2014, urbanbubble were appointed as an Advisor to the Manchester Life Development Team, and have been at the forefront of defining what PRS Management, Services, Amenities and Facilities are for the North West Region.

Summer 2015, urbanbubble were appointed to manage Salford’s first PRS scheme; Trinity by FICM Development Team which is now followed by Crescent. Between them, the Private Rented Communities (PRC’s) will provide nearly 800 units of ‘Built to Rent’ homes with market leading facilities, amenities and services. The FICM Team which also comprises of 5 Plus Architects, Euan Kellie Property Solutions, Sweett Group among others are with New York and Philadelphea counterparts, in the states, undertaking a study of the market to further articulate the strategy for the Salford Schemes completing in 2017.

Further appointments are due in the first quarter of 2016 as urbanbubble secure the third party operation of PRC’s for developers under their unique JV operating model but still true to their customer centric service and values.


Phil Mayall, Development Director; Muse DevelopmentsPhil_Mayall Resized

Phil joined Muse Developments in 2006 to assist with the delivery of the company’s mixed use regeneration portfolio and was promoted to the role of Development Director in 2011. Previously Phil had worked as a Development Surveyor at Northern Trust.

Since joining Muse, he has delivered over 100,000 sq ft of offices, with a further 200,000sq ft due to commence in 2014. He also has 3 schemes currently under construction; a 97 residential unit development, a 143 bedroom hotel and a 615 space multi storey car park.

He has successfully led two CPOs, gained consent for the largest ever planning application submitted to Salford City Council and recently secured approval for c.500,000 sq ft of offices and 200 residential units for the City Place scheme in Chester.

Phil is a member of the Investment Property Forum and the British Council for Offices, where he was formerly Chair of the Northern Region Next Gen committee.
