Graeme Mason, Planning & Corporate Affairs Director; Newcastle AirportGraeme Mason

Graeme obtained a First Class Honours Degree from the University of Kent and a Master of Philosophy in Town and Country Planning from University College London. He started his career in planning at West Sussex County Council, where he participated in the RUCATSE (Runway Capacity to Serve the South East) project.

He joined the Airport in 1993 and since then has overseen the production of Newcastle’s first ever Masterplan and its subsequent review, as well as planning for all developments including a major terminal extension, hotel, control tower, fuel farm and filling station.  Graeme also instigated an environmental strategy, and over the years has built up strong and varied relationships on behalf of the Airport at a national, regional and local level.

In recent years, Graeme has also taken on the role of media spokesman and drives the airport’s public affairs strategy. He was instrumental in the creation of the Newcastle Aviation Academy, a collaboration with Newcastle College and Kingston University, and is closely involved in work to improve the customer experience.

Graeme is also a member of CBI regional council, the board of NGI and Northumberland Tourism, and takes part in a range of discussions on regional transport issues.


Tobyn Hughes, Managing Director for Transport & Operations; NexusTobyn Hughes resized new

Tobyn Hughes is the North East Combined Authority’s first Managing Director (Transport Operations).

In this role he leads Nexus, the body responsible for providing high quality integrated public transport services through the Tyne and Wear Metro system, Shields Ferry, bus, ticketing and information services.

He is also responsible for developing a plan to bring together transport services in Tyne and Wear, Durham and Northumberland.

Tobyn recently led the team that developed the UK’s first bus Quality Contracts Scheme in the UK, which has the potential to transform the local public transport landscape across the country, and established the first large-scale ITSO smartcard scheme on public transport, working collaboratively with transport operators and local authorities across North East England.

A Newcastle University graduate, Tobyn has 20 years’ experience working in air, bus and rail transport.   He joined Nexus in 2007 from British Airways where he worked in a number of commercial roles. In Nexus he has previously been Deputy Director General, Director of Customer Services and Director of Strategy.


Paul Woolston, Chair; North East Local Enterprise PartnershipPaulWoolston Resized

Paul Woolston was born in Sunderland.  He studied Politics at Warwick University and has an MBSc from Manchester Business School.
Paul is Chair of the North East Local Enterprise Partnership (NELEP) a post which he has held for four years.  During this time, Paul has championed the North East nationally and globally, and is a strong advocate for the important contribution that regional Universities make to the economic prosperity of the North East.
As former Senior Partner at Pricewaterhouse Coopers LLP (PwC), Paul’s expertise is in the public sector, focusing on high visibility issues such as health, local government and education. Paul continues to be closely involved with the business community and government, here in the North East, nationally and internationally.
In 2014 Paul was appointed as the Chairman of the Chartered Institute of Public Finance and Accountancy (CIPFA) Business.  CIPFA works to improve public financial management, public services and to support its members.

Paul is Chairman of Middleton Enterprises whose goal is to help promote economic growth in the North East by investing in SMEs.

Paul is a lay canon at Newcastle Cathedral.

In July 2015 Paul was awarded an Honorary Doctorate of Business from Sunderland University.
