Dr Wendy Thomson, Managing Director; Norfolk County CouncilNorwich Development Plans 2017 - Wendy Thomson

Dr Wendy Thomson joined Norfolk County Council in August 2014, where she has established a new senior management structure and appointed a new senior leadership team.

As local government faces the challenge of additional responsibilities with less money, Norfolk’s strategy is to ‘re-imagine’ its role and ways of delivering services.

Wendy is an experienced leader who has managed large scale system change, having worked with politicians in the UK and internationally.

In the UK, Wendy was former Prime Minister Tony Blair’s Chief Adviser and led the Office of Public Service Reform in the Cabinet Office. She was founding Chief Executive of the Leadership Centre for Local Government, founding Director of the Best Value Inspection service at the Audit Commission, Chief Executive of the London Borough of Newham and Deputy Chief Executive of the London Borough of Islington.

As Chair and Professor at McGill University, Wendy led the School of Social Work, and she is a well-known expert on public service reform. She has advised governments in Canada, Africa, Europe and the Middle East and was awarded a CBE in 2005 for her contribution to public service reform.

Sally Ann was appointed as Chief Executive of Norwich Research in September 2013 to bring the Partners together and grow the Park to its full potential as a world class science park.

Her previous position was Director of Science Parks for Goodman Limited, where she had an active role as Director for Harwell Oxford (STFC) and Director for Colworth Science Park (Unilever). At Harwell she was responsible for the establishment of the Oxford Enterprise Zone, inward investment by Element 6 (De Beers) and the European Space Agency that led to the establishment of the UK Space Satellite Catapult Centre.

Prior to joining Goodman, Sally Ann spent 19 years with Unilever where she held a variety of roles including Head of Licensing and Strategic Alliances, Principal with Unilever Ventures focussing on technology spin outs and leading Unilever’s activity to develop best practice in open innovation.

The chief executive is the council’s chief policy adviser and the link between council officers and elected members.

The chief executive has authority over all council officers and is responsible for co-ordinating the forward planning of the council’s services and objectives; securing a corporate approach to the affairs of the council; making sure the council’s policies are implemented efficiently and effectively and that they give best value to the council taxpayer; and maintaining the council’s relationships with other organisations.

Chris is responsible for the day to day running and development of the Local Enterprise Partnership; he was also the co-author of New Anglia’s successful submission to Government to run the LEP.

Working closely with the New Anglia Board, Chris guides the strategic direction of the LEP, ensuring it retains its focus on creating jobs and removing the barriers to economic growth. Chris enables New Anglia businesses to have a voice at the highest possible level, by representing them at Westminster and liaising with key influencers on the topics that are important for our region.

Prior to launching New Anglia, Chris spent three years as Chief Executive of Shaping Norfolk’s Future, the economic development partnership which was responsible for leading campaigns for the dualling of the A11 and improvements to the rail network. Before joining Shaping Norfolk’s Future Chris was business editor of the Eastern Daily Press, so he has an in-depth understanding of the region’s business landscape.
