Ports and Freeports Development Conference

Associated British Ports – Huw Turner, Group Head of Property

With 960 hectares of available regeneration land certain for development due to in house funding, Associated British Ports have a £3.5bn development and investment pipeline. Future projects include the £11m HMS Cambria building in Cardiff, a multi-million pound revamp of the Carnival Cruise Terminal in Southampton, an £87m cruise terminal in Hull and the £150m Drax Renewable Fuels Terminal at ABP Humber- the largest of its kind in the world. Huw joins the event to share ideas, challenges and opportunities related to these schemes and the wider property potential of ABP’s land portfolio.

Maritime 2050 Report – Nusrat Ghani MP, Co-Author

The Maritime Sector is worth a colossal £46bn to the UK economy and as co-author of the Maritime 2050 report, Nusrat and the team set out key principle’s around five priority areas- competitiveness, people, environmental concern, innovation and supporting regional growth. Focused on cross sector collaboration to deliver the necessary infrastructure allied to the aforementioned, Nus joins the conference to talk about how the Ports and Freeport industry can be the bulwark of UK economic growth.

Humber Freeport – David Gwynne, Director

Humber Freeport is one of the first three to become operational and will create an estimated 7,000 new jobs and bring £650m in new investment over the coming years. The region is already benefitting from freeport status with projects such as the £125m Pensana rare earth metals facility and Port of Immingham’s massive green hydrogen scheme being secured in part due to the freeport status. David will outline the myriad opportunities that are opening up as the freeport becomes operational, and the huge economic impact it will have on the Humberside economy.

Connected Places Catapult – Alison Young, Global Export and Investment Specialist

Connected Places Catapult is supporting the launch and development of the eight UK Freeports. They supported several of the Freeport bids and are committed to maximising the regional and national impact of the Innovation Hubs and initiatives at the heart of the Freeports vision. They have launched the Freeports Playbook which establishes the fundamentals of Freeport objectives, their global positioning, potential benefits and operational models. Alison will discuss how the catapult is working to support the Freeports initiative in achieving their potential as regional cornerstones of the UK’s national innovation landscape.

Solent Gateway – Chris Anderson, Director of Business Development

Solent Gateway holds the 35 year lease to develop and operate the Marchwood Port on the River Test opposite the Port of Southampton. The former military port is part of Solent Freeport and is also designated a customs site, making it a unique and compelling site for import, export, storage and manufacture. Solent Gateway is spending an initial £50m on the port, but third party investment could take the total to £300m on the 205 acre site. The project is the UK’s most significant port development for a generation and is a unique opportunity considering the amount of space available couples with the freeport status.

European Sea Ports Organisation (ESPO) – Isabelle Ryckbost, Secretary General

The European Sea Ports Organisation represents the port authorities, port associations and port administrations of the 1200 EU ports, ensuring they have a clear voice and play their full part in delivering economic efficiency. She will provide a European perspective as part of the opening session including how cross border collaboration can contribute to wider economic growth and levelling up.

Port of London Authority – Alistair Gale, Director of Corporate Affairs, Strategy & Thames Vision

The Port of London Authority are getting ready to launch Thames Vision 2050, an updated development framework for the tidal river Thames. The framework will see long term major investment to drive sustainable economic growth, expand the transportation of freight into London and increase connectivity to road and rail infrastructure. Alistair will outline the 2050 vision and the significant investment that will come with it.

UK Chamber of Shipping – Anna Ziou, Policy Director (Safety & Environment)

The UK Chamber of Shipping is the trade association and voice of the UK shipping industry and works with Government, parliament, international organisations and others to champion and protect the industry on behalf. Anna will provide a shipping industry perspective on net-zero strategy in the ports sector including how ports and the shipping industry can work together to make full use of investment in decarbonisation.

National Highways – Simon Emery, Senior Economic Development & Spatial Planning Manager

National Highways are delivering £15 billion of investment on our road network across the UK with significant work scheduled for Greater Manchester to alleviate congestion. This includes the Trans-Pennine upgrade which includes increasing capacity on the A61 and A628 as well as upgrades to the M60 and M62. National Highways also have £128m worth of repairs in the pipeline across the Northwest and Simon will be on hand to discuss these plans as well as future schemes to help boost economic activity.

Mersey Maritime – Ruth Wood, Head of Commercial

Ruth represents one of Europe’s largest regional clusters of Maritime organisations and has been integral to influencing policy on how the Port and Freeport in the Liverpool City region will evolve in the coming years. Focused on putting the Maritime sector the heart of the community, she joins us to share her views on how Liverpool Port can be shaped to support industry and people.

UK Major Ports Group – Tim Morris, Chief Executive

As Chief Executive of UKMPG Tim represents 9 of the UK’s top 10 port operators which handle 75% of our port volumes through 40 ports and collectively invest around £500 million per year in the UK’s ports and related infrastructure. He will provide an overview on how the sector is investing to increase capacity, build resilience and play an ever growing role in the UK’s push to move towards net-zero and contribute to biodiversity net gain.

Mott MacDonald – Lisa Huckstep, Principal Environmental Lead, Transport and Ports

Lisa, a Chartered Environmentalist, has over 30 years environmental management and ecological experience gained through working on large regional and UK wide transportation (Highways, rail, ports and aviation), infrastructure development schemes, electricity supply, flood alleviation and coastal defence schemes. Lisa brings, from her practical experience, a perspective of helping companies solve the challenges of working in nature sensitive settings and the opportunities to value biodiversity and integrate nature into projects and decision-making.

Department for Levelling Up, Housing and Communities – David King, Head of Regeneration

Tasked with promoting regeneration, creating hotbeds for innovation and ensuring Freeports become national hubs for global trade and investment within the UK, David is leading the Freeport agenda at the Department for Levelling Up, Housing and Communities and is extending his work into Northern Ireland, Wales and Scotland- where in particular the Green Freeport initiative is high on the agenda.

Pinsent Masons – Sonal Shah, Projects Partner

Sonal is a Partner at Pinsent Masons, specialising in large infrastructure projects.  She advises authorities, sponsors and funders on contracts for infrastructure and other publicly procured projects at all stages of the project lifecycle, from procurement through construction and during operation.  Sonal is experienced in advising on both economic and social infrastructure projects, including on ports, airports, road and rail projects.  Sonal has advised on transport infrastructure assets in the UK and in Europe, including in relation to a port disposal in the UK and port concessions in Cyprus and Croatia.  Sonal is currently also advising on legal aspects of the Freeports programme, in particular in relation to governance structures.

British Ports Association – Richard Ballantyne, Chief Executive

Richard is Chief Executive of the British Ports Association is a national membership body for ports which represents the interests of operators, that handle 86% of all UK port traffic, to Westminster and devolved Governments and other national and international bodies. Richard sits on the European Sea Ports Organisation’s Executive Committee, the Maritime UK Board and is also a Director of Port Skills and Safety. He will provide an industry wide overview of the challenges and opportunities facing the sector.

 

 

Pegasus Group – Sophie Gooch, Associate Planner

Pegasus Group is a leading development consultancy with offices across the UK. Since 2003, we’ve been solving planning and development problems for our clients successfully. Sophie, working from our Newcastle office, leads on Ports, Harbours and Marinas development. She is a Chartered Town Planner and Chartered Environmentalist, a Full Member of the Institute of Environmental Management and Assessment, and has 14 years’ experience in the development industry, with specific experience in Port development projects. Sophie provides a lead consultancy role on major development proposals covering all aspects of Terrestrial Planning, Marine Licencing, NSIPs, DCOs, and the EIA Regulations. She joins the conference to outline some of the challenges and opportunities presented by the Planning and Licencing process for Port and Freeport development, including opportunities to work with Pegasus Group to successfully steer major investment and expansion projects through these consenting regimes

East Suffolk Council – Paul Wood, Head of Economic Development and Regeneration

East Suffolk Council are the lead local authority for Freeport East, one of the eight chosen freeport sites and one of only four currently operational. The freeport is centred on the Port of Felixstowe and Harwich International Port, and is a partnership between Hutchison Ports, Harwich Haven Authority, New Anglia LEP, South East LEP, Haven Gateway Partnership and a number of local authorities. The freeport is a landmark development for the region’s economy and stands to create 13,500 new jobs, bring an investment of over £500m in the Freeport and a GVA of up to £5.5bn over a 10-year period.
