Jim Taylor, City Director; Salford City CouncilJim-Taylor Resized

Jim Taylor joined Salford City Council as City Director in June 2014 and is responsible for directing regeneration and investment in the City, which is experiencing unprecedentedly levels of growth and investment.

Jim joined Tameside Council in 2004 as Assistant Executive Director for Education and was appointed Executive Director for Children, Learning and Economic services in 2008. In May 2012, Jim was appointed the Chief Executive at Rochdale Borough Council, where he ensured the council did everything it could to ensure children were kept safe from harm and got the protection and support they deserved. Jim also delivered major regeneration projects in Rochdale, which has seen over £250m investment

Jim is the lead Chief Executive in Greater Manchester for Trade and Investment, Internationalisation and Marketing, and is the Chair of AGMA ‘Project Phoenix’.


Phil Mayall, Development Director; Muse DevelopmentsPhil_Mayall Resized

Phil joined Muse Developments in 2006 to assist with the delivery of the company’s mixed use regeneration portfolio and was promoted to development director in 2011. Phil currently has two large mixed use schemes under construction in the North West; New Bailey, Salford and City Place Chester.

New Bailey is situated in Salford, adjacent to Spinningfields. The site is made up of a 143-bed Premier Inn and 615-space NCP car park, both of which are now open and trading and One New Bailey, a 125,000 sq ft Grade A, BREEAM ‘Excellent’ office development which is currently on site and due for completion in May 2016.

New Bailey will ultimately offer a number of leisure opportunities for a vibrant mix of cafes, bars and restaurants, as well as an enhanced public realm in the form of a new public square and extensive landscaping.

New Bailey is being developed by English Cities Fund (ECf), which is a joint venture between Muse Developments, Legal and General and the Homes and Communities Agency (HCA).


Stephen Talboys, Director of Estates and Property Services;Stephen-Talboys Resized University of Salford

Executive Director responsible for creating a great physical and virtual environment in which to learn, work and live.

Following 6 months period as interim director of ITS and CIO appointed to lead new new department merged from Estates & Property Services and IT Services.

This includes managing 400 directly reporting multi-disciplinary people, £30m revenue budget, £20m p.a. annual capital budget, and other key technology people.

Corporate responsibility for the Estate Strategy, IT Strategy, business continuity and the investment programme.


Lee Savage, Development Director; Scarborough GroupLee Savage Resized

Lee is a Chartered Surveyor with over 23 years experience in UK Real Estate, development and delivery. Prior to joining SDG, Lee was Development Director with Urban Splash Group before leading property band regeneration departments for the public sector. Lee is currently leading the Group’s development projects in the North of England.
