Plans were recently announced for a £1.5bn new build housing framework that will be launching later this year. Contractors are being sought to help shape the New Build Housing Construction (H2) framework which will cover public sector projects in Scotland. Graham will be presenting alongside Lesley about the framework, how to get involved and how it will help deliver solutions which will meet the ongoing housing challenges within the public sector.

Pagabo – Jonathan Oram, National Framework Manager

PAGABO are one of the UK’s leading framework providers – recently announcing a major £10bn developer led framework that will shake up the framework marketplace. With a number of frameworks coming up for renewal Jonathan will be able to share intel into the opportunities to bid for a position on their frameworks, whilst also revealing how PAGABO are helping to shape the future of frameworks and procurement with industry leading approaches.

NHS National Services Scotland – Kathryn Dapré, Head of Energy and Sustainability

Kathryn Dapré is Head of Energy and Sustainability within NHS National Services Scotland. Kathryn’s team provides professional support to NHS Scotland boards, Scottish Government and other stakeholders in relation to all aspects of climate change resilience, energy management and sustainability. Kathryn has been involved in sustainability and climate change work for over 25 years. She has overseen the implementation of the first Energy Performance Contracts within the Scottish public sector estate and more recently, has overseen the development of the NHS Sustainability Action campaign to encourage sustainability behaviour change across the service. Kathryn is now leading the development of a new NHS Scotland Climate Change and Sustainability Strategy which includes commitments to achieve a ‘net-zero service’ by 2045. Kathryn is also Chair of the Sustainable Scotland Network (SSN) the national network for public sector sustainability and climate change professionals in Scotland. Kathryn will join the panel to discuss the challenges ahead in procurement in Scotland’s NHS and also discuss the future including what the NHS will need from the built environment supply chain.

Scottish Government – Graham Porteous, Head of Construction Procurement Policy

Graham is a Chartered Civil Engineer and Fellow of the Institution of Civil Engineers with over 35 years’ experience. During his time with Transport Scotland, Graham was promoted to Head of Construction and was responsible for the procurement and construction aspects of major projects such as the Upper Forth Crossing, Glasgow Airport Rail Link, Borders Railway, and the M80 Stepps to Haggs motorway. Graham has also been involved in the delivery of the Aberdeen Western Peripheral Road and the M8 M73 M74 Motorway Improvements and had responsibility for the procurement of the Forth Bridges Operating Contract, the Clyde and Hebrides Ferry Services contract and overseeing the policy aspects of procurement for all branches of Transport Scotland. In summer 2019, Graham took up a post in the Scottish Government as Head of the Construction Procurement Policy Unit which has responsibility for reviewing all aspects of project procurement and delivery. The unit is currently working collaboratively to improve relationships between Government and Industry in relation to Infrastructure Delivery, investigating mechanisms to deliver appropriate quality, sustainable pricing and timeous payments to contractors and the supply chain.

Glasgow City Council – Marion Mallan, Strategic Operational Manager

With some significant development and investment opportunities to come forward the City Council will be playing a crucial role in maximising the opportunities for the region. This growth will see the Council intensify their collaboration with framework providers as they procure work for major infrastructure schemes, unlocking land and expanding of services, and Marion will be well positioned to discuss how they’re tackling this expected growth as well as the future of Frameworks and procurement in Scotland.

AM Bid – Andrew Morrison, Founder & BD Director

Andrew is the founder of AM Bid – Scotland’s largest bids and tenders specialists. His company is also active across the UK and Ireland, so he brings substantial experience of helping contractors both secure places on and work from public sector frameworks. Prior to starting in bidding in 2005, Andrew had a 12-year career in local government housing. He has a particular interest in helping SMEs win public sector work and is the only bid professional in the UK to have LinkedIn Live broadcasting rights to share his bidding expertise.

Scottish Government – Jan Tyczynska, Senior Portfolio Manager

Jan is a Procurement Manager, within the Scottish Procurement and Property Directorate of Scottish Government (SG).  She is professionally qualified to Chartered Institute of Purchasing and Supply (CIPS) level and has over 30 years procurement experience. Jan has worked in various Civil Service departments throughout her career, including Ministry of Defence (MOD) (1989-2008) and Scottish Government (2008–until current date). In 2013 Jan was promoted to Portfolio Manager and took up a post on the Collaborative Procurement team, where she managed a suite of Frameworks and Contracts for Corporate and Professional Services, in accordance with SG collaborative Ways of Working.  In summer 2019, Jan was offered a position to manage the introduction of a Construction portfolio to the Collaborative Portfolio.  Jan and her team have worked collaboratively across the Scottish Public Sector and with members of the UK and NI Government to produce a Construction Portfolio Review which has analysed Construction spend across Scotland over the last 5 years and has categorised this and prioritised procurement activity to deliver a portfolio of work in a collaborative manner. Jan is working jointly with SG Construction Policy, Scottish Public Sector, Industry and Professional Body Representatives to maximise the benefits which National Frameworks can bring, initially through procurement of SG’s first National Framework for Civil Egnineering. ensuring that SG and SG Construction Policy Objectives are met, and exploring ways of delivering a consistent approach to market and addressing some of the current concerns in the Construction Industry, whilst contributing to the Construction Recovery Plan which seeks to assist recovery from the impact of the Covid 19 pandemic.
