Professor Bernie Morley, Deputy Vice-Chancellor & Provost; University of BathBernie Morley Resized

Professor Bernie Morley took up the position of Deputy Vice-Chancellor and Provost at the University of Bath on 1 May 2015. In this role, he leads on strategic and operational planning, ensuring the University’s resources are aligned with the delivery of the University’s Strategy, Mission and Vision. Bernie joined the University of Bath in March 2010 as Pro Vice-Chancellor (Learning and Teaching) with overall responsibility for the direction and implementation of the University’s Education Strategy and all matters relating to student experience, learning and teaching and widening participation.

Bernie was educated at the University of Liverpool, his home town, gaining a first degree in Biochemistry. He completed his DPhil at the University of Oxford in Molecular Immunology. Prior to Bath, Bernie was the Director of the Graduate School of Life Sciences and Medicine at Imperial College, London. He has previously held positions at the Howard Hughes Medical Institute, University of California, the MRC Molecular Haematology Unit at Oxford University and the Royal Postgraduate Medical School (now merged with Imperial College, London).

Carl Lapworth is a chartered construction professional with many years experience and is heading the University of West England (UWE) Masterplan as Director of Masterplan Projects.  His career has included working with the likes of John Laing and Connaught Group before moving to work at Board Director level in the aviation sector working at 2 UK airports and an airline for over 16 years.  Whilst his interest and involvement in the aviation industry continues his working at UWE has enabled him to extend his interests and expertise on an equally ambitious £250m project where he is responsible for the delivery of the Capital programme and projects to appropriate levels of quality, cost and time in accordance with the programme plan and programme governance arrangements.

Carls interests also include operational behaviour and project delivery in a vast array of sectors.  Personally, Carl enjoys many outdoor adventure pursuits.


Duncan White, Executive Director of Estates Strategy; University of Gloucestershire Duncan white resized

Duncan White is an Architect and graduated from Edinburgh College of Art in Architecture in 1990. He subsequently worked in private practice and for a national building contractor before moving into the education sector where he has been for the last 20 years.

During this time he has held a number of Director level positions with responsibility for Estates and Buildings at Universities in Scotland and England. He has a particular passion for the built environment, capital projects development and masterplanning and has supported a number of institutions in this particular area, most recently leading on the development of Staffordshire University’s masterplan.

He has also worked in the FE sector for 6 years at Perth College, UHI as Director of Resources overseeing a broad portfolio including Estates, ICT, Libraries and Procurement.
In September 2015, he joined the University of Gloucestershire as Executive Director of Estates Strategy with responsibility for the Estate and is now working closely with colleagues in the Executive Group and across the University to oversee an ambitious programme of capital development projects and to fully integrate the estates strategy with the University’s corporate and academic strategies.


Phil Attwell, Director of Campus Services; University of ExeterPhil-Attwell resized

A former chairman of the British Universities Sports Association (BUSA), Phil joined the Sports Office in 1999 as the University’s first Director of Sport. During this time the Sports facilities, on both the Streatham and St Luke’s campus, have undergone an incredible transformation. Over £20 million has been invested in new facilities and the University of Exeter has moved comfortably within the top 10 of the British Universities and Colleges Sport (BUCS) rankings.

Phil is also responsible for the strategic leadership of the Property Services and Grounds Team as well as overseeing special projects across the Service.
