Dawn Baxendale, Chief Executive; Southampton City CouncilSouthampton Development Plans 2017 - Dawn Baxendale

Dawn Baxendale has been the Chief Executive officer of Southampton City Council since July 18, 2013.  Dawn served as the Director of Environment and Economy and has worked in Southampton City Council since 2009.  She has worked in various roles within local government and has an excellent track record for providing leadership that delivers success. Originally From Huddersfield, Dawn has had an impressive 20 year career in local government. Starting with a fast-track management scheme with the European Commission, in Brussels, she’s worked the length of the country from Doncaster and Wigan to the IOW, Portsmouth and Havant.


Ian Dunn, Chief Operating Officer; University of SouthamptonSouthampton Development Plans 2017 - Ian Dunn

The Chief Operating Officer provides leadership to the University’s professional service departments.

This role ensures that our professional services support the University in realising its educational, research and enterprise ambitions.

Prior to joining the University of Southampton, Ian was Chief Executive of the Galapagos Conservation Trust, ran the corporate activities of the British Antarctic Survey and previously spent 25 years in the petro-chemical industry holding a number of senior positions.

Ian holds a BSc (Hons) in Environmental Sciences, an MBA, and in 2014 became a Master in Studies of Sustainability Leadership at Cambridge University, with distinction.

Ian is a trustee of Education for Life (Holland), a board member of Antarctic Science Journal and Chair of Life Education Foundation (Tanzania), a small orphanage/primary school he and his wife founded in 2007.


Michael Warren, Managing Director; Harbour HotelsSouthampton Development Plans 2017 - Michael Warren

Boasting an extensive record in the hospitality sector, Harbour Hotels’ Managing Director, Mike Warren, has all of the experience and knowledge to oversee the Group’s expanding portfolio of luxury properties.

Having spent nearly 20 years working with Hotel du Vin and Malmaison Hotels, holding several senior management positions, most recently as Brand Director and COO, Michael played a significant role in the expansion and development of the Hotel du Vin brand.

In his capacity as Managing Director, Mike now oversees the Harbour Hotels Group’s expanding portfolio of luxury properties, with a focus and objective to become one of the UK’s leading luxury hotel and restaurant groups.


Gillian Scarth, Senior Development Manager; Kier PropertySouthampton Development Plans 2017 - Gillian Scarth

Gillian is a Chartered Surveyor and has been with Kier since 2003. In her current capacity at Kier, she has been involved in a number of major development projects consisting of mainly complex mixed use development, high profile headquarter buildings for occupiers, and purchases of mixed-use development opportunities.
