The city council of Exeter is moving forward with a significant redevelopment plan for the Water Lane area. This plan will mean the construction of up to 1,500 new homes. The council has agreed to use its compulsory purchase order (CPO) powers, if necessary, to secure land for this project.

The redevelopment plan also includes the creation of an additional underpass under the railway line on Tan Lane, which will be used by electric buses, pedestrians, and cyclists. This is part of the council’s collaboration with the Water Lane Development Management Company. The site is one of the city council’s ‘Liveable Exeter’ areas, which it regards as a significant opportunity for brownfield regeneration.

The Water Lane area is currently a mix of industrial sheds, many in a dilapidated condition, and open yards and storage. The redevelopment of Water Lane has been a long-term aim of Exeter City Council, with increased focus being developed over recent years through the Liveable Exeter initiative.

The proposed plans for the new neighbourhood include up to 1,000 new homes, a neighbourhood centre featuring shops, cafes and co-working spaces, student flats, as well as a new construction training centre for Exeter College. The plans are still in the outline stage, showing the direction of travel, rather than finer details of individual buildings and plots.
