Nick Hibberd, Acting Executive Director Economy, Environment & Culture and Head of City Regeneration; Brighton & Hove City CouncilBrighton Development Plans - Nick Hibberd

Nick Hibberd is currently Acting Executive Director of Economy, Environment & Culture at Brighton & Hove City Council. He leads the City’s regeneration, housing, planning and building control services.   As well as leading the City’s Council’s economic growth and regeneration programme, Nick works closely with Greater Brighton city region partners including the Coast to Capital Local Enterprise Partnership and the Brighton & Hove Economic Partnership to promote the city and secure public and private investment in key regeneration initiatives.  Nick led the City’s bid for Greater Brighton City Deal and has established a £100m programme of housing estate regeneration, and Greater Brighton Investment Programme.


Mike Clark, Director of Estates & Facilities; University of Brighton

Brighton Development Plans - Mike Clark

Mike is responsible for overseeing the development of the university’s estate and delivery of capital projects as well as estates management, maintenance and facilities management.

The university community comprises some 22,000 students and 2,600 staff (FTEs).  The university estate is currently around 170,000m2 Gross Internal Area and is concentrated in 45 key buildings across 17 sites in Brighton, Eastbourne and Hastings.

Previously, Mike has worked in the public and private sectors undertaking the design and project management of a variety of building types involving the arts, commercial, museums & galleries and university sectors.

Mike is also the current Deputy Chair of the Association of University Directors of Estates (AUDE) which promotes excellence in the strategic planning, management, operation and development of Higher Education estates and facilities.


Rob Sloper, Director; U+IBrighton Development Plans - Rob Sloper

Rob is responsible for the promotion and delivery of over £500m of development in the South East of England for U+I.  U+I is the product of the merger of Development Securities and Cathedral Group, where Rob was previously. U+I’s vision is to create long-lasting social and economic change for the communities in which its builds and provide value to its shareholders through an ongoing commitment to the highest standards of design and place.

Specialising in major regeneration projects, Rob has over 15 years’ experience and his role is tailored towards unlocking complex urban sites, often working in partnership with local authorities and public land owners.  His current portfolio reflects the dynamic nature of the company, ranging from a specialist library refurbishment with new co-working space for Camden Council, to the creation of a new start-up lab in Brighton and the master planning of a new community at Charlton Riverside in London.


Barry Jessup, Director; First BaseBrighton Development Plans - Barry Jessup

With nearly twenty years’ experience in UK property, Barry leads new business, sales and marketing for First Base. His core role is to identify development opportunities, ensure that the product is consistent with the target audiences and deliver strong process and sales rates for the business.

Barry has taken the lead on all First Base projects including Adelaide Wharf, Printworks, Highbury Gardens, East Village (Olympic Park), all of which have sold exceptionally well, exceeded investors’ expectations and set industry benchmarks.

Barry is currently focused on mixed use projects in the South East and London including the Silvertown, a 62 acre site in Royal Docks.


Michael Davies, Pro-Vice-Chancellor; University of SussexMichael Davies

Professor Michael Davies is Deputy Vice-Chancellor and Pro-Vice-Chancellor for Research at the University of Sussex. Prior to being appointed to his present post in January 2013 he was the Dean of Engineering at the University of Auckland, New Zealand (from 2007) where he was also Pro-Vice-Chancellor of The University of Auckland Tamaki Innovation Campus. From 1997 to 2007 he was the Professor of Civil Engineering at the University of Dundee in Scotland, where he was also Deputy Principal and Dean of Engineering and Physical Sciences. Professor Davies was previously a lecturer in the School of Engineering at Cardiff University. He obtained his first degree from King’s College, University of London and his Masters and PhD degrees from the University of Cambridge. Following this he was a NATO/SERC Research Fellow at the University of California, Los Angeles. He is currently an Honorary Professor at both the University of Dundee and the University of Auckland. He is a Chartered Engineer, a Fellow of the Institution of Civil Engineers and a Fellow of the Institution of Professional Engineers New Zealand.

Throughout his career Professor Davies has been involved in consultancy related to his research interests, together with active participation in learned society and other professional activities. He has been Chairman of the Institution of Civil Engineers Wales – Ground Engineering Group (of which he was a founding member), Chairman of the Institution of Civil Engineers – Scottish Geotechnical Group and from 2005 to 2007 Chairman of the British Geotechnical Association. In 2008 he was elected as a member of the Management Committee of the New Zealand Geotechnical Society. Most notably from 2009-2013 Professor Davies was the Vice-President for Australasia of the International Society for Soil Mechanics and Geotechnical Engineering and also was appointed as First Vice-President of the ISSMGE. Until his return to the UK at the start of 2013 he was a member of the Boards of Directors for both Auckland UniServices Limited and the New Zealand Centre for Advanced Engineering (CAENZ). He is currently the Chair of the Board of Directors for the Sussex Innovation Centre and a member of the Greater Brighton Economic Board.
