Ken Poole, Head of Economic Development; City of Cardiff Council

Cardiff Development Plans - Ken Poole
Ken is the Head of Economic Development at the City of Cardiff Council. He is responsible for the implementation of the City of Cardiff’s Council’s Economic Development strategy, a cornerstone of which is the attraction of inward investment to the City.  A key priority is the attraction of Financial, Business and Professional Services firms.  He is also responsible for the Council’s support infrastructure towards encouraging the growth of the city’s existing businesses. Ken is driving forward key regeneration initiatives for the Council which will have a transformational impact on the economy. Prior to joining the City of Cardiff Council, Ken was a UK Director at PWC, where he was responsible for inward investment and incentive services, advising investors into the UK and working with many cities and regions in the UK on strategies to attract investment.

Mark Hallett is Development Director of Igloo Regeneration, the development manager of the Igloo Regeneration Partnership. Igloo has been described by the United Nations as the world’s first sustainable property investor and is the only substantial socially responsible real estate vehicle in the UK.

Mark is responsible for Igloo’s joint venture with the Welsh Government for the regeneration of Cardiff Bay’s Porth Teigr, one of the most significant waterfront developments in the UK. The scheme is transforming the last major quarter in the Inner Harbour into a 2.2 million sq ft sustainable, mixed-use creative urban neighbourhood, delivering over 1 million sq ft of commercial space for media, creative and related industries together with more than 1,000 new homes.

Mark studied at the Welsh School of Architecture UWIST and obtained an MSc in Project Management at Reading University winning a Science & Engineering Research Council award for the best qualifying UK student. He has worked as a Project Manager, Development Director and Director for a variety of consultancies, contractors, developers and joint venture companies throughout the UK for over 25 years. His experience encompasses the full range of commercial, residential, retail and leisure projects with responsibility for identifying and unlocking value from major brownfield urban regeneration land holdings with a combined development value in excess of £1.5 billion. These projects have often been delivered in partnerships between public and private sectors. He has responsibility across the complete development cycle from market research, acquisition, brief preparation, design management, planning, marketing, sales, procurement, delivery, settlements, hand-over, customer service, asset management and investment disposal..

Mark is a past Chairman of The Institute of Management’s Management Research Group, a member of the Chartered Institute for Building, a member of the Association for Project Management and a Fellow of the Forum for the Built Environment. He is a non-executive Director of the Millennium Stadium plc. He is a Commissioner, Director and a member of the design review panel of the Design Commission for Wales. He sits on the Welsh Built Environment Forum, is a stakeholder in the Sustainable Development Commission’s Built Environment & Climate Change Group, is Member of the Welsh Assembly Government’s Housing & Regeneration Sustainable Community Investment Project sits on the Homes and Communities Agency place-making panel and was a founding Director of Cardiff & Co. the public/private marketing company for Cardiff. He is also a visiting critic at the Welsh School of Architecture. He has previously been a member of the Task and Finish Group for the creation of a Centre of Regeneration Excellence Wales.
