Andrew Kerr, Chief Executive; City of Edinburgh Council

Edinburgh Development Plans - Andrew Kerr
Andrew Kerr took up post as Chief Executive of the City of Edinburgh Council on 27 July 2015.  He was previously Chief Executive of Cornwall, Wiltshire and North Tyneside councils, and Chief Operating Officer in Cardiff.  A former international athlete, Andrew’s professional background is in Leisure and Sport and he was Director of Leisure and Culture at Birmingham Council (2000/2004) and Head of Participation at Sports Council for Wales for six years.  Known for his work on Social capital, with an interest in developing communities, a reputation for his approach to change management and large scale joint ventures for economic benefit, he is one of the most experienced local government leaders working today.


Eric Adair, Operations & Finance Director; The EDI GroupEric Adair Resized

Eric Adair joined the EDI Group in 2006 and became Operations & Finance Director in 2009.  After his CA training with KPMG in Glasgow, he spent two years in Kenya providing financial support to a range of charities and SME’s before returning to work for Continental Tyres in Newbridge and then as Director of Finance at Edinburgh’s Telford College.

With a wealth of experience within finance and management in both the public and private sectors, he is overseeing major regeneration and development projects across Edinburgh in Fountainbridge, Craigmillar, Granton, Market Street and Brunstane.

The EDI Group has a reputation for innovation and high quality developments and has delivered a number of award winning projects during Eric’s tenure, including for India Quay which won Best Masterplan in 2015.


Jestyn Davies, Managing Director; Murray Estates

Jestyn has over 25 years experience in the Property Industry. Formerly a Director with the Premier Property Group, ( PPG) part of the Murray International Holdings Group he helped develop its UK interests across 4 regional offices working in all property sectors. In 2008 he set up Murray Estates to capitalise on the groups various strategic landholdings. Murray Estates now has a range of commercial and residential led projects with over 1500 consented residential units and a further 5000 units in the planning system and over 1millon sqft of Commercial space. He has held a number of other board positions in other sectors as well as non executive positions.

Jestyn holds a BSc (Hons) from Heriot Watt University and an MBA from Edinburgh University. He is a Fellow of the Royal Institution of Chartered Surveyors and is a member of The Chartered Institute of Building.

Jestyn is the immediate past Chairman of the Scottish Property Federation leaving this position in November 2013.


Alex Muirhead, Development Director; Ecosse RegenerationEdinburgh Development Plans - Alex Muirhead

Alex has over 35 years’ experience at senior management level in the regeneration, construction and extractive industries and has worked on the Heartlands project for some 15 years. His background and  knowledge in complex multi-disciplined schemes made him a perfect match for his role at Heartlands.

Over the years he has managed various projects and development opportunities including large remediation sites such as Heartlands, which was the one of the most polluted brownfield sites in Scotland.

This regeneration project, the largest in the UK at commencement , will be delivered from a remediated brownfield site – and create a vast new green canvas to deliver a new sustainable community.

It  will provide initially 2000 new homes (with the intent to deliver 5000 houses) a new motorway junction, Business Park with potentially 4000 jobs, hotel, neighbourhood centre and improved education facilities.

Alex has also held a number of other board positions in various sectors such as FE Colleges, charitable trusts and even a horticultural charity, surprisingly as he has difficulty knowing the difference from a weed and a flower.


David Peck, Managing Director; Buccleuch Property

Edinburgh Development Plans - David Peck
David joined Buccleuch Property in 2003 with the remit to grow and diversify the business. He manages the overall implementation of the Group’s property investment strategy and is charged with delivering the business plan via the identification, appraisal and acquisition of major development and investment opportunities as well as establishing key Joint Venture relationships.

He is a qualified chartered surveyor and has 25 years’ experience in property with a proven track record delivering a wide range of projects throughout the UK including spending five years of his career in London with Drivers Jonas and Taylor Woodrow Capital Developments. He was previously development director for the Kilmartin Property Group.

David is a non-executive director of Native Land and was chairman of the Scottish Property Federation during 2012.
