Our flagship Government Property Development Conference – supported by the Office of Government Property – will bring all of these issues and more to the forefront as we gather the biggest names and heads of estate and property for numerous government organisations and bodies.

In this session we will hear from Janet Young, the Government Chief Property Officer at the Cabinet Office who will outline the current Government strategy regarding their estate and future development plans, reflecting on the last 5 months and looking ahead at the recovery plans and future outlook.

11:00-11:30 Session Two: Infrastructure & Projects Authority

The Infrastructure and Projects Authority was formed in 2016 by the merger of Infrastructure UK and the government’s Major Projects Authority. It is the centre of excellence in government for the planning and delivery of projects including economic infrastructure, housing, social infrastructure and others. Stephen’s focus is specifically on the delivery on the UK’s critical economic infrastructure projects including Transport, Energy, Water, Waste and Telecommunications and Housing.

12:00-12:30 Session Three: Atomic Weapons Establishment

The AWE has supported the UK Government’s nuclear defence strategy for almost 70 years and has a team of 6,000 people across four sites totalling nearly 1000 acres. They are planning a new 645,000 square foot development at their Aldermaston facility in Berkshire. It will incorporate new laboratories, offices, meeting rooms, education facilities and a logistics store, as well as a gym, library, medical facilities, photography studios and more. The project will take between 30 and 36 months and will require the demolition of 75 other buildings on the AWE site.

Lara has over 20 years’ property experience and has operated at the heart of the free schools policy since its inception prior to the 2010 election. Previously a Board Director at Cleanslate Ltd, a development and property consulting company, Lara worked with many of the UK’s biggest landowners, agents and developers; prior to that, as Managing Director at Navigant Consulting, Lara specialised in property deals and complex capital investment projects for government education capital programmes

The Ministry of Justice is investing £2.5 billion over the coming years in order to add 10,000 prison places to its estate. As part of this this plan it has announced the construction of four new prisons to be built over the next six years in Yorkshire, the North-West and two in the South-East.

Sue will discuss how the prisons will incorporate modern construction method and, cutting edge digital infrastructure, and will be built by a range of companies around the country and assembled on-site ensuring the economic benefits of the investment will reach firms across the country.

LocatED – Lara Newman, Chief Executive

LocatED are the government property company responsible for identifying, purchasing, and delivering new school sites across the UK as well as driving efficiencies across Department for Education owned schools. Lara’s team are currently delivering 6 new mixed-use, education led regeneration schemes which will create 600 new homes and classroom places for over 3500 children. They are also about to acquire 17 new sites for school building purposes across London, the South East, the Midlands and the North. LocatED join the conference to share insight into their strategy and identify future partnership opportunities.

In his current role at the Infrastructure & Projects Authority (IPA), Stephen leads a team of Commercial Advisers. The Commercial Adviser Team includes people with deep professional knowledge and experience in specialist fields. They provide expert advice to HM Treasury, Cabinet Office and government Departments to improve the performance of project delivery in Infrastructure, Enterprise & Growth and Public & Security Services. Current IPA responsibilities include leadership of the Transforming Infrastructure Delivery programme, advice to the Palace of Westminster restoration and renewal project, Oxford – Cambridge corridor development, Building Safety programme, HS2 stations development and construction industry reform.

Janet is the figurehead for all property professionals across the government estate and is responsible for the Government Estate Strategy and the Government Property Functional Standard. The strategy sets out the government’s plans for a public sector estate for public benefit, ensuring it enables the best possible public services, is efficient and sustainable and supports the government’s levelling up ambitions. The Functional Standard sets expectations for how government property is acquired, managed and disposed of. As a key contributor to the new 8-year plan, she joins the event to talk about implementation while also touching on issues such as skills shortages and improving public and private sector partnerships.
