Geoff Inskip – Chief Executive Centro

Geoff Inskip is Chief Executive at Centro, the Transport Authority for the West Midlands, with 25 years experience in the finance, rail and public transport sectors. Having qualified as a Chartered Accountant, Geoff began working as a management consultant before moving on to work for a merchant bank in Manchester. In 1988 GMPTE asked him, with Kleinwort Benson, to look at the private sector options for delivering Manchester’s Metrolink under a Public Private Partnership and as commercial director he went on to successfully deliver the project.

In 1992 Geoff was appointed Director of Finance of Greater Manchester’s Transport Authority and in 1996 as the Project Director for the Salford Quays extension of Manchester’s Metrolink, saw this £150m project delivered to time and within budget. After being appointed Deputy Director General in 1999 he successfully delivered the approvals for the Refurbishment and Phase 3A of Manchester Metrolink in 2006.

Geoff took up the position as Chief Executive of Centro in October 2006 to develop transport solutions aimed at attracting passengers out of their cars. Geoff has made a huge contribution to transforming the light rail industry in the UK  and helping getting Trams back onto the Government’s agenda. Geoff’s contribution was recognised by the light rail industry with an award for “Campaigner of the Year” at the national Light Rail Awards. During the past 5 years Geoff has been a driving force in setting up and getting the go-ahead to deliver a £1.3bn transport package underpinning economic regeneration in the West Midlands.

Geoff’s determination has seen the introduction of the West Midlands “Swift” smartcard with over 2000 buses in the West Midlands equipped with smart ticketing equipment.  Through partnership working with bus operators and National, Express, Geoff has also led the transformation of the bus network which is showing improved performance and customer satisfaction. As well as Chief Executive of Centro Geoff is also Chair of UKTram and Vice President of UITP.


Mark Barrow – Strategic Director of Development, Birmingham City Council

Mark is the Strategic Director of Development at Birmingham City Council and prior to that was Chief Executive of Newcastle-under-Lyme Borough Council.  He has previously worked for a variety of district, county, unitary and metropolitan authorities across the country; including Birmingham in the early 1990’s.

Working in the largest local authority in Europe, Mark is responsible for providing strategic leadership, vision and direction for the key areas of economic development, regeneration, worklessness, climate change and planning in the city, to deliver transformational change to further develop Birmingham as a sustainable and diverse global city.

Mark has a regeneration and property background and has been an active member of the Royal Institution of Chartered Surveyors and held positions at both the local and national level.


John Morris – Head of Government and Industry Affairs, Birmingham Airport

John joined Birmingham Airport after running his own businesses for a number of years. He previously had twenty years of experience in the rail industry. He has also been involved in a number of overseas concerns.His responsibilities include government & industry affairs, policy, planning, surface access and environment.John edited a national magazine for three years and also has held responsibility for the reputation of ‘blue chip’ brands within the UK.

John is in regular demand to speak on aviation and transport-related issues, at home and overseas. His animated style is said to be thought-provoking and refreshing.John takes an active role in business, including seats at CBI, Birmingham Chamber of Commerce, LEP Advisory Boards and Airports Council International. He is Vice-President of the International Air Rail Organisation.The Institute of Directors presented John with a special achievement award, for his contribution to Midlands Business, whilst he was recently declared as Global Air-Rail Personality of the Year, in the prestigious Air Rail News awards.

John is a Fellow of the Chartered Institute of Logistics and Transport; a Member of the Chartered Institute of Public Relations and a Member of the Chartered Institute of Journalists.


Clinton Leeks – Director of Parliamentary and External, HS2

Clinton Leeks, OBE, is External and Parliamentary Relations Director at HS2 Ltd. He is also an experienced consultant, advising UK and international businesses at senior level on strategy, government relations, procurement, business development, corporate PR and community relations issues.

Between 2006 and 2011 Clinton was Corporate Affairs Director at Crossrail Ltd (CRL), responsible for CRL’s community, stakeholder and media relations, and communications programmes for the Crossrail project. He stood down as Director on 6 April 2011, but continued to advise both the Crossrail Chairman on corporate affairs issues, and on the Crossrail Art Programme to integrate art into all the central stations.

Clinton joined CRL from the North of England Refugee Service, where he was Operations Manager. This followed five years as a senior consultant in the UK and Hong Kong.

Before this Clinton was a Director at the Hong Kong Airport Authority where, during the construction and opening of the new airport, he led the authority’s external relations team in its relationships with Government, the Sino-British Joint Liaison Group, the business, travel and tourism sectors, and political and community groups from 1992 to 1998. He has also held various senior roles within the Hong Kong Government, and in the UK’s Foreign & Commonwealth Office.

He has been a Justice of the Peace in Hong Kong from 1992 to 1997 and in England from 2005 to date, and was awarded an OBE in 1999.
