For our second event this year in Oxford we have a panel that represents a significant part of the development and regeneration that is underway in the City.

Developers U&I and MEPC and leading investor L&G Investment Management are all discussing their current schemes together with Oxford University Hospitals NHS Foundation Trust and John Laing who will provide an overview of the healthcare sector. Oxfordshire County Council will set the scene on what are unique market conditions in the County and will also highlight the impressive development and regeneration plans that are in place that make Oxfordshire a very attractive place in which to do business.

Speakers

Philip Campbell, Commercial Director; MEPC

Philip joined MEPC in 2006 and despite his youthful looks has over 20 years’ experience in commercial real estate.  Philip is part of the MEPC Executive team and is primarily responsible for Milton Park in southern Oxfordshire one of Europe’s largest single ownership business and science communities, an Enterprise Zone and a great place where over 9,000 people now work.

He is passionate about helping businesses with their evolving accommodation needs and enjoys demystifying complex real estate issues.
Philip is an active figure within the local community and can occasionally be seen jogging round Milton Park at lunchtimes.

Philip is married with three young children and aspires to increase his classic car collection beyond his 1966 Morris Minor Traveller.

 

Tom Edgerley, Development Director; U+I

Joining U+I from Exemplar Tom is responsible for managing U+I’s project teams, translating concepts into reality and overseeing developments through their entire life cycle.

He was previously working as senior development manager on projects including London Fruit and Wool Exchange, One Bedford Avenue and Fitzroy Place.

 

Pete Gladwell, Head of Public Sector Partnerships; Legal & General Investment Management

Pete Gladwell joined Legal & General in August 2007, with responsibility for the design and development of new funds and overseeing relationships with pension funds, investment consultants, and insurance clients.  In 2013, Pete was appointed Head of Public Sector Partnerships, to lead L&G’s direct investments into partnerships with RIO/UKTI, Registered Providers, Universities, NHS Trusts, Local Authorities, and central government.  These investments now total over £1.7bn.

Pete was formally a Senior Analyst in DTZ Research and enjoyed an erstwhile life as a youth worker for seven years in the Oxfordshire area.

Member of Oxford University, holding a post-graduate MA, as well as an initial degree in Computation, he also holds the Investment Management Certificate.

Pete is also a Trustee for the Young Foundation, which works to create a more equal and just society through social innovation.

 

Peter Knight, Chief Information Officer; Oxford University Hospitals NHS Foundation Trust

Before taking up the newly created role of Chief Information and Digital Officer and being appointed as a Senior Fellow of Health Informatics at Oxford University, Peter was Deputy Director at the Department of Health for Research Contracting, Information Intelligence and Stakeholder Engagement working for the Chief Medical Officer Professor Dame Sally Davies.

Prior to joining the Department of Health in 2007, Peter was the Executive who led the introduction of Cerner at the Winchester and Eastleigh NHS Trust, among his other operational and board responsibilities. Winchester was subsequently merged with North Hampshire Hospital Foundation Trust in 2014.

Peter will build on significant recent investment in the Trust’s technology infrastructure to help transform healthcare, research and education in Oxfordshire.

 

Peter Ward, Director of Healthcare Projects; John Laing

Peter is responsible for business development in the healthcare sector for John Laing, a leading international investor in economic and social infrastructure which has delivered more than 20 major healthcare PPP projects and over 40 clinics and primary care facilities.

He has worked on the development of public infrastructure since 1989 and has substantial experience in the successful structuring and delivery of a diverse range of Public-Private Partnerships in the healthcare, water and transportation sectors in the UK, Africa, the Middle East, South East Asia and the Caribbean.  Since 2001 he has focussed specifically on healthcare projects, managing the development and delivery of major acute and mental health schemes with a capital value exceeding £2bn.

Peter is a Chartered Civil Engineer and a Fellow of the Institution of Civil Engineers.  He is also a Non-Executive Director of the Oxford University Hospitals NHS Trust which operates one of the UK’s leading teaching hospitals, and is leading a project to develop a standard for the implementation of Healthcare PPP projects globally for the United Nations.
